Natural Resources Canada requires a Staffing Consultant to assist and support the OEE (Office of Energy Efficiency) with the creation and proactive recruitment and selection of qualified staff to meet OEE’s constant staffing needs.

Initial: 12 months
Optional: 2 x 12 months
Total: 36 months ( 3 years)

Mandatory requirements

  1. Successfully completed at least two staffing projects in a Federal Department, Agency, or Crown Corporation.
  2. University (PhD, Graduate, Undergraduate) degree.
  3. +10 years of experience in staffing/HR consulting.

General tasks

  1. Identify key roles and responsibilities for positions being staffed.
  2. Maintain all necessary records/files related to the choice of appointment process including completing the rationales for appointments without competitive process.
  3. Prepare and conduct recruitment and staffing processes on behalf of the Director or Project Authority. This may include any or any grouping of the following activities:
    · Review existing staffing pools;
    · Make recommendations on the staffing process type to be undertaken;
    · Draft SoMC (Statement of Merit) criteria;
    · Develop and prepare assessment instruments (in conjunction with hiring managers, the OEE staffing team and subject matter experts);
    · Coordinate and participate in the assessment of priorities and the screening and assessments of candidates;
    · Coordinate and administer exams, interviews, and right fit discussions;
    · Coordinate and complete reference checks;
    · Compile and prepare the final board reports and finalize the results process (such as establishing pools of candidates).
  4. Administer Exit Interviews with staff departing the organization.
