The Director General Aerospace Equipment Program Management (DGAEPM) within the Department of National Defence (DND), requires one Engineer Graduate, to support the CH146 Griffon helicopter fleet and its associated project team. The CH146 Project Engineer Officer will provide to the CH146 Project and Obsolescence Manager engineering project functions, provide advice, and develop solutions to effectively deliver the project portfolio for future operations and deployments of the CH146 Griffon helicopter fleet. The CH146 Project Engineering Officer will support the Tactical Aviation and Simulator 2 (TA&S 2) CH146 Project and Obsolescence Manager. The CH146 Project and Obsolescence Manager is considered as the Technical Authority (TA).
Mandatory requirements
- Degree from a recognized university in engineering
- Minimum of thirty-six (36) months experience in the past seventy-two (72) months, from the bid closing date, applying civil or military airworthiness regulations enforced in North America, such as the DND Technical Airworthiness Manual, Federal Aviation Administration regulations or Transport Canada regulations
Optional requirements
- Experience as Project Officer in the past sixty (60) months in Aviation Rotary wings
- Minimum of thirty-six (36) months of experience within the past sixty (60) months in aerospace engineering analysis, aerospace engineering projects and the development and evaluation of aerospace related documents for a minimum of two (2) of the following three (3) avionic systems:
a) Communication system
b) Identification system designed for command and control
c) Crypto Modernization - Demonstrated experience in the past sixty (60) months applying to project management documents for a minimum of three (3) of the following five (5) sub-criteria:
a) Risk Management Plans / Assessment
b) Configuration Management Plans
c) Statements of Work
d) Statements of Requirement
e) Statements of Objective - Demonstrated experience in the past sixty (60) months applying military airworthiness regulations for all those sub-criteria:
a) DND Technical Airworthiness Manual
b) P-Series which includes the C-05- 005-P12/AM-001 – Engineering Process Manual (EPM)
c) DGAEPM AF9000+ - Demonstrated experience in the past sixty (60) months applying to project management documents for all sub-criteria:
a) Developing tasks for engineering
b) Technical investigations to achieve systems or sub-systems airworthiness certification
General tasks
- Coordinate and conduct engineering, technical and project management activities associated with CH146 avionic systems and related projects, especially in communication, identification system designed for command and control, and Crypto Modernization Project. Includes overseeing aspects of design, acquisition, installation, test and evaluation, certification, life cycle management and integrated logistic support using the documentation listed in paragraph 4
- Provide project management support for assigned projects. The focus will be maintaining project scope by ensuring optimization of project schedules, technical performance and standards compliance
- Track and report project management issues, such as status of projects, general issues, risks, problems and their disposition, and lessons learned
- Advise the Technical Authority (TA) on technical Airworthiness policies, DND project management activities and procedures, DGAEPM AF9000+ procedures, contracting aspects, financial budgets and airworthiness DND policies
- Prepare the budgetary forecasts associated with assigned projects
- Manage and coordinate projects
- Review, analyze and assess Statement of Capability Deficiency (SOCDs), Unsatisfactory Condition Report (UCRs), Statement of Requirement (SORs), flight safety incidents, test and evaluation reports, and other notifications of capability deficiencies or safety issues
- Prepare, review and update project-related Statement of Objectives (SoO), Statement of Work (SOWs), test and evaluation Request for Estimate (RFEs), drawings, supporting agency tasking’s, test plans, procurement requests, Foreign Military Sales (FMS) Case, Aerospace Modification Approval Form (AMAFs), Tasking Request (AETE or ATESS), Canadian Forces Technical Order (CFTOs) and other project documentation
- Review, analyze and assess Engineering Change Proposal (ECPs), task proposals and recommendations from the Original Equipment Manufacturer (OEM) and other external suppliers or service providers
- Review, assess and recommend approval of technical documentation, equipment and materials submitted by unit/department staff, other government agencies and/or contractors. Provide engineering and technical guidance and interpretation on compliance with associated standards, specifications, procedures and accepted practices to ensure work requirements are met and deficiencies are corrected
- Participate in tactical aviation systems working groups and provide technical assistance as required for test and evaluation or operation
- Conduct technical airworthiness clearance activities and draft messages or other flight permit documentations related to airworthiness clearances of project modifications / deliverables on behalf of the Technical Authority (TA) for TA approval
- Provide timely and effective preparation of briefings, updates, reports, correspondence and project documentation
- Provide recommendations towards the resolution of problems with operational, procurement, engineering, technical or other staffs with regard to project activities
- Track and report on engineering and test support activities on responsible projects or other projects as directed by the TA, including project status, issues, risks (including mitigation proposal), problems and their disposition, and lessons learned
- Generate and maintain project files, making maximum use of RDIMS or any other medium as directed by the TA
- Any other project management activities associated with the Task and Solutions Professional Services (TSPS) category of Engineering Graduate.
