The LVCTS project will provide the Canadian Army a new simulator capability to train the crew of its principal combat vehicles (Light Armoured Vehicle (LAV) 6.0, the Leopard 2 Main Battle Tank and the Tactical Armoured Patrol Vehicle (TAPV)), which will comprise a network of simulators housed in purpose-built infrastructure at the five (5) main Army garrisons with operations and maintenance support.
Mandatory requirements
- Minimum of twenty-four (24) months combined experience within the last sixty (60) months performing three (3) of the six (6) Engineering tasks specified below:
Eliciting and Analyzing customer needs and required functionality
Managing the technical requirements throughout system life cycle;
Improving the application of Systems Engineering on a project, business or product;
Managing complex engineering systems over their life cycle;
Conducting technical investigations;
Monitoring and assessing contractor- conducted tests and evaluations of new capability or equipment. - Minimum of twenty-four (24) months experience within the last sixty (60) months working as an Engineer in a Project, or as an Engineer providing in-service support
Optional requirements
- Minimum of nine (9) months of Engineering work experience within the last seventy-two (72) months in the field of Simulation (Live, Virtual or Constructive)
- Worked in Systems Engineering and/or Configuration management producing correspondence and/or briefs to support decision making for senior project staff which encompass any of the following six (6) criteria:
Review, assessment and approval of Engineering Change Proposals
Review, assessment and approval of waivers and deviations
Drafting and reviewing of Statement of Works (SOW) and specifications
Review, assess and recommend approval of Contract Documentation Requirement Lists (CDRL)
Witness and recommend approval of First Article Inspections and tests
Managing and tracking the configuration of a fleet of equipment - Minimum of twelve (12) months of experience within the last sixty (60) months in producing correspondence and briefs to support decision making for senior project staff, DND Projects, or In-Service Support programmes with a minimum budget of $50M
- Minimum of twelve (12) months of Engineering work experience within the last sixty (60) months with requirement management tools such as DOORS, Visure, etc.
- Minimum of eighteen (18) months of Engineering work experience within the last sixty (60) months performing Risk Management
- Minimum of twenty-four (24) months within the last sixty (60) months in Sustainment Business Case Analysis
General tasks
- Provide Systems Engineering (SE) support in accordance with the applicable DND project management policies and Industry best SE practices
- Participate in industry engagements or meetings to support Options Analysis, Definition, Implementation, and ISS activities. Types of industry engagements and meetings may include Working Groups, Progress Reviews, Directorate Leadership Team Meetings, Section or Sub-Section Meetings, Technical Reviews, Design Reviews, Conferences, Seminars, Training Sessions, Briefings, Panels, Video Conferences, and other gatherings as directed by the Technical Authority (TA)
- Participate in the development and validation of the system technical requirements and performance specifications
- Participate in the development and review of technical and procurement documentation specific to Project/Task Option Analysis, Definition, Implementation and ISS, Configuration management, Request for Proposal (RFP), Request for Quote (RFQ), and Request for Information (RFI)
- Write and/or review project documentation such as Sustainment Business Case Analysis Reports, the technical parts of a Statements of Requirement (SOR), Statements of Work (SOW), Charter, and Evaluation Plan
- Participate in proposal evaluations
- Conduct technical studies and design reviews
- Conduct Risk Management including planning, identification, analysis, and monitoring in consultation with all stakeholders
- Review technical risk and integration issues and recommend mitigations or alternate solutions
- Conduct, prepare and review technical investigations
- Develop and/or review test and trial plans
- Prepare and/or review engineering reports including test reports, Unsatisfactory Condition Reports (UCRs) and Technical Failure Reports (TFRs)
- Verifying translated documents to ensure technical accuracy
- Other related tasks on an as-and-when-requested basis
