Change Management Consultant is required to provide expertise and critical support within DFATD to the newly created division Professional & Technical Services (AWL) for current branch initiatives and overall change management for the various subject matter expert groups within AWL, in addition to the development of a change management strategy for the Strategic Sourcing strategy.
Mandatory requirements
- Minimum of 60 months’ experience, within the last 120 months, in defining business strategies and process changes in support of organizational improvement for a Real Property Organization
- Minimum of 60 months’ experience, within the last 120 months, providing change management services on business transformation projects in an international context
- Minimum of 96 months’ experience, within the last 180 months, working on large-scale business transformation projects in a Real Property environment
- Minimum of 120 months’ experience, within the last 180 months, in the development, implementation and delivery of change management strategies and plans
- Minimum of 120 months’ experience, within the last 180 months, in the development and delivery of change management communications products and tools in a Real Property environment
- Holding a professional designation or certification for change management (for example: ProSci ADKAR)
Optional requirements
- Experience in the development and implementation of the following change management tools within a real property context:
1) Change management strategies and plans.
2) The design, development and delivery of change management products and tools, including web-based tools - Experience in providing Change Management in support of the outcome as a result of complex procurement strategies
- Experience designing and leading change management consultations or workshops
- Experience writing communications for senior management (defined as EX-2 equivalent or above)
- Experience advising senior management (defined as EX-2 equivalent or above) on change management issues and implications
General tasks
- Conduct web-based or file research, analysis, and synthesis/summarization
- Identify and analyze critical success factors and risks related to initiatives and programs
- Undertake established change management methodologies to develop and implement change
management strategies - Identify performance measurement indicators to determine the effectiveness of the change
management approach. - Build capacity among team members by sharing knowledge, expertise, tools, and methods
related to transformation and change. - Create a library of change management documents specific to the real property and strategic
sourcing topics - Provide support and advice to AWL management and organizational stakeholders on change management implications associated with business processes, strategic directions and implementation of plans and policies.
- Prepare strategic frameworks, strategies, and action plans for transformation, innovation,
engagement, change management, and continuous improvement. - Support, develop and implement a plan to clarify AWL roles and responsibilities both within and
vis a vis those outside the division - Develop a change management strategy for strategic sourcing
- Develop change management strategies that reflect the real property environment that exists in Global Affairs Canada and draft plans to support the implementation of the transformation agenda
- Use change management tools and strategies to provide expertise, advice, guidance and coaching for senior management and organizational stakeholders
- Facilitate consensus-building and brainstorming discussions and workshops with AWL team members
- Collaborate with the AWL management team to develop a change management governance and management structure with a strategy for impacted stakeholders based on the level of business process and change culture maturity
- Provide unit support in a consultative and advisory capacity
- Provide change management support to AWL projects and/or initiatives as required
- Conduct environmental scans, literature, and document and file reviews to ensure the project/initiative leverages emerging best practices
- Advise AWL management on issues identified through the change management approach that could affect AWL’s ability to achieve the project/initiative objectives
