Intermediate Life Cycle Material Management Specialist is required to support the activities related to the management of Avionics equipment procured under the Interoperable Griffon Reconnaissance Escort Surveillance System (INGRESS) project and any other associated equipment assigned by the Technical Authority.

Mandatory requirements

  • twenty-four (24) months demonstrated experience in the last sixty (60) months working in support of an aircraft maintenance program;
  • must have been an Avionics (AVS) Technician in DND or related civilian aircraft technical tradesperson conducting engineering maintenance activities on aircraft, or a technologist in technical discipline;
  • should have demonstrated experience working as a life cycle material manager/specialist within the Federal Government;
  • demonstrated experience maintaining avionics systems and/or Electro- Optical/Infrared (EO/IR) systems;
  • demonstrated hands on practical experience using DRMIS, or another SAP based Enterprise Resource Planning (ERP) software within the last 5 years;
  • should have experience providing Configuration Management (CM) support;
  • should have experience managing projects in an aircraft maintenance environment, and overseeing their integration, scope, time, cost, quality,
    procurement, and risks;

General Tasks

  • Cataloguing and induction of Avionics equipment in the Canadian Forces Supply System (CFSS) and Defence Resource Management Information System (DRMIS);
  • Determination and ordering of spare parts required to meet operational usage;
  • Researching specifications and sources of alternate parts for components and subassemblies no longer available;
  • Distribution of Avionics equipment to the units;
  • Configuration management and control of Avionics equipment, which includes the following, but not limited to:
    • Management of maintenance actions through the Department of National Defence (DND) Automated Data for Aerospace Maintenance (ADAM) system;
    • Management and coordination of modifications to issued Avionics equipment;
    • Reviewing, evaluating, and recommending approval of all hardware and software changes.
    • Coordination of repairs to damaged and/or faulty components:
    • Initiating and managing contract actions with BTCL for the repair of aircraft provisions;
    • Initiate and manage contract actions with L-3 Wescam for the repair of EO/IR equipment;
    • Manage deliverables from BTCL and L-3 Wescam; and
    • Monitor spending for repairs of AVS elements including EO/IR elements.
  • Ensuring that only the assets required to meet the CAF operational role remain in inventory and keeping track of those assets;
  • Recommending action on disposal certificates raised on his/her request or initiated by a supply manager for disposal of materiel;
  • Evaluating field reports of pre-installation and premature failure of new or contractor repaired items to identify areas of responsibility, recommend corrective action, and initiate warranty investigation through the applicable National Defence Quality Assurance
  • Representative quality assurance agency as required;
  • Evaluating military operations, security, safety, and training environments within which electronic materiel is employed;
  • Supporting procurement and modification projects to meet new and changing requirements. The required Contractor support services may include, but are not necessarily limited to the following key functions:
    • Conducting feasibility studies to rationalize Statements of Requirements with state-of-the-art guidelines and economic factors;
    • Analyzing and developing hardware and software criteria for system performance, reliability, and maintainability;
    • Provide recommendations for resolving problems with operational, logistics, procurement with regard to technical content and related financial implications;
