The Project Leader/Executive Consultant is required to support the Defence of Canada Fighter Infrastructure (DCFI) and assist government executives in defining the scope, the deliverables and the implementation conditions that relate to the acquisition of infrastructure required to support the eventual replacement of the Canadian Armed Forces (CAF) CF-18 fighter aircraft with the F-35 Future Fighter Capability (FFC).
Mandatory requirements
- minimum of 10 years of experience in fighter operations either as a fighter pilot, or as a fighter experienced Aerospace Engineer;
- thirty (30) months of experience in the last sixty (60) months providing operational and/or strategic advice related to fighter capabilities and requirements to Senior Officials in relation to the decision criteria of need, system performance, and cost;
- experience in preparing at least 5 of the following 21 project document types for submission and approval. These documents must have been developed in the context of a Capital Asset Acquisition *Project for the Government of Canada:
- Project Business Case;
- Strategic Context Document;
- Project Brief (Identification) (PB(ID));
- Project Charter;
- Statement of Operational
- Requirements (SOR);
- Statement of Operating Intent (SOI);
- Project Approval – Definition (PA(Def));
- Project Complexity and Risk Assessment (PCRA);
- Project Senior Review Board (SRB) Checklist;
- Senior Review Board (SRB) briefings & presentations;
- Program Management Board (PMB) briefings or presentations;
- Independent Review Panel for Defence Acquisition (IRPDA) briefing or presentations;
- Defence Capability Board (DCB) briefings and presentations;
- Treasury Board Project Briefs;
- Treasury Board Submissions;
- Memoranda to Cabinet (MC);
- Briefing Notes, Ministerial Inquiries and Access To Information responses;
- Briefings and recommendations to senior Wing leaders related to force development aspects of fighter capabilities;
- Project presentations;
- Trip Reports;
- Capital Investment Program Plan Review updates.
- experience in a senior operational and/or leadership role at the Base, Wing, Division or Strategic Headquarters level;
- thirty-six (36) months of involvement with management and advice concerning project initial design, development, requirements definition, design review, and/or implementation in support of Aviation and Aerospace related infrastructure construction projects.
General Tasks
- Project Objectives. Define and monitor project objectives within PAD documentation and ensure DCFI sub-element objectives are maintained during all phases of the project-directorship and project-management process. Advise DFCR and local Wing leadership on a range of issues affecting the realization of project objectives;
- Project Schedule. Define and monitor project and sub-element schedules within PAD documentation and coordinate with DCFI staff, ADM (IE) Project Management Office (PMO) staff, FFCP PMO staff, and key stakeholders (such as Director of Air Programs, Director Air Support, Director Air Requirements, Director Air Domain Development, Director Defence Planning & Coordination, Director Cost Services, Director Capability Integration) to ensure the project schedules are met;
- Budget. Coordinate within the DCFI staff, ADM(IE) staff, FFCP staff, Chief of Program / Director Defence Planning & Coordination and Director Cost Services staff to ensure budget information is contained within the PAD documentation and updated regularly;
- Responsibility (DND) Matrix. Define and monitor within PAD documentation the breakdown of the areas of responsibility during each phase of the project-directorship and project-management processes for each of the DFCI sub-elements. The Project Leader/Executive Consultant must also update the responsibility matrix monthly;
- Work Breakdown Structure. Define within PAD documentation the work breakdown structure for each phase of each of the DFCI elements’ management processes and provide monthly updates if there are changes;
- Subject Matter Expert Support. Provide experienced-based, operational project- directorship and management expertise and advice in verbal and written forms and via meeting input to all stakeholders;
- Accreditation and Certification. During any accreditation and certification phases of DFCI elements, provide all stakeholders with verbal and written assessments of operational-requirements, advice related to the accreditation and certification status;
- Documentation. Prepare, review, and amend PAD project documentation;
- Liaison Activities. As requested by the TA, the Project Leader/Executive Consultant will conduct and coordinate activities on behalf of CNFC, DGFC, and DFCR with key stakeholders, such as:
- a. ADM(IE) DCFI PMO;
- b. FFCP PMO;
- c. Director Air Requirements;
- d. the Defence Procurement Secretariat within Public Services and Procurement Canada in accordance with the Defence Procurement Strategy;
- e. the Independent Review Panel for Defence Acquisition for Statement of Operational Requirement considerations in accordance with the Defence Procurement Strategy;
- f. Staffs of the offices of the Minister of National Defence, Interdepartmental Assistant Deputy Minister and Director General Level, Chief of Defence Staff, Vice Chief of the Defence Staff, Commander RCAF, Deputy Commander RCAF, and CFC;
- g. RCAF fighter force Wing Commanders (4 Wing Cold Lake);
