The Department of National Defence (DND) requires a Senior Project Leader/Advisor to support the Project Management Office (PMO) CMMA, and provide advice and management in the execution of Project Management activities related to the CP8A Poseidon permanent and Mobile Tactical Operations Centres (MTOC).

Mandatory requirements

  • minimum ten (10) years of demonstrated work experience, in the public or private sector, managing and operating deployable aerospace military equipment, in support of Long Range Patrol operations;
  • must have held a JICO (Joint Interface Control Officer) Qualification with respect to Tactical Data Link Systems in the last five (5) years
  • experience providing subject matter expertise in support to the Department of National Defence in developing and/or managing and/or implementing project management activities in the following areas:
    • Area 1: Participated in the development
      and/or updates to the design of deployable
      mission support centres, including the
      staffing of documentation and/or
      certificates/clearances/authorizations for
      use.
    • Area 2: Participated in management of the
      implementation or actual operations in Long
      Range Patrol Operational Support Centres
      in support of RCAF operations.
  • experience in developing and testing operational policies and practices for Operational Tactical Data Links (TDL) in support of RCAF objectives;
  • minimum five (5) years of demonstrated work experience, in the public or private sector, managing and coordinating Foreign Military Sales contracts with the US Government (USG).

General Tasks

  • Defining project objectives and priorities, and ensuring objectives are maintained during all phases of the
    project management process;
  • Developing and maintaining project schedules, plans and other documentation for assigned project
    activities and resources, as relates to areas of responsibility;
  • Prepare/review/suggest changes/amendments to project documentation;
  • Communicating verbally and in writing to the Ground Systems Manager and other project staff and
    stakeholders, as required, regarding project status and deliverables;
  • Liaising and coordinating with relevant DND L1 organizations such ADM(Mat), RCAF, ADM(IE) and
    ADM(IM);
  • Reviewing draft plans and sections relevant to areas of responsibility, for incorporation into the Project
    Management Plan and other Implementation Plans;
  • Working with a variety of project management tools (e.g. MS Office, RDIMS, DOORS, etc.);
  • Formulating and managing project plans by defining deliverables, identifying key milestones, reviewing
    project progress, and engaging in on-going risk management;
  • Contributing to project reviews/lessons learned activities;
  • Apply, within own area of responsibility, the relevant policies, procedures, standards, initiatives, metrics,
    forms and tools for the execution of efficient project management activities
  • Providing subject-matter expertise and advice to the Project staff and related stakeholders on the implementation of the TOC and MTOC. The Project Leader/Advisor may provide advice throughout the project in the following areas:
    1. Integrated Logistic Support, training and sustainment requirements relevant to CMMA;
    2. Support the MTOC and TOC maintenance and logistic community in implementing a new sustainment enterprise for MTOC/TOC operations;
    3. Assist, support, and coordinate, as required, the development and implementation of the Weapon System Management (WSM) processes and organization, and assist in the required transition planning.
