The Department of Fisheries and Oceans Canada (DFO) requires HR Consultants to assist Chief Digital Officer Sector (CDOS) with their HR capacity needs.
Mandatory requirements
- has completed a minimum of 10 staffing processes within 36 months from bid closing with at least 100 applicants, where the entire process was completed in eight (8) weeks or less;
- has managed high volume staffing processes by providing information for three (3) staffing processes it has managed within 36 months from bid closing with at least 500 applicants each;
- has experience working on classification projects in developing IM or IT work descriptions within the federal or provincial government;
- has recent* experience conducting 5 or more IM or IT staffing processes within an 8-week timeframe.
*Recent is defined as within the last 48 months of the bid closing; - has a minimum of 12 months of recent* experience assisting and providing HR services which involved developing or reviewing Human Resources processes and strategies within the federal or provincial government.
*Recent is defined as within the last 48 months of the bid closing date; - has previous experience working on at least three (3) processes using professional networking sites* such as LinkedIn Recruiter to assist in the promotion of processes in order to increase candidate application numbers.
*Professional networking sites are focused solely on interactions and relationships of a business nature rather than including personal, non-business interactions;
Optional requirements
- has recent* experience in developing and implementing organizational charts to assist with the implementation of work descriptions.
*Recent is defined as within the last forty-eight (48) months of the bid closing. - has experience working with classification and IM or IT work descriptions within a government setting (e.g. federal, agencies, Crown corporations, provincial or municipal).
- has recent* experience in completing HR staffing processes within eight (8) weeks or less, including: conducting all phases of the staffing process (from initial poster design, to the completion of reference checks, where the consultant managed the process from start to finish and was the process authority or lead).
- has recent* experience in HR staffing including conducting staffing processes and providing advice on policies, programs and procedures regarding HR services
- has experience participating in staffing processes with more than 100 applicants that include all phases of the process:
from initial poster design to the completion of reference checks, where the consultant contributed to the process from start to finish).
General tasks
- Manage HR projects assigned by the Project authority under the guidance of an organizational executive;
- Provide advice on:
- 1. HR strategic direction and development;
- 2. Execution of resourcing needs aligned with the HR plans;
- 3. Strategic direction of the organization’s business plan.
- Provide HR advice and operational services, including human resource planning, recruiting, staffing and resourcing;
- Assist with recruiting strategy to fill vacant positions in CDOS;
- Manage the completion of HR actions including with various tenure such as non-advertised process, deployments at level, student bridging, casuals contracts, , and establishing pools at all levels in line with HR policies and business objectives;
- Oversee and manage the delivery of staffing processes. For each staffing process, ensure the following is completed:
- Process preparation, including Statement of Merit Criteria
- Material generation, including all rating guides
- Process execution, including screening resumes, administering and marking exams, preparation for interviews and reference checks
- Complete process documentation for the creation of pools
- Report on project progress and issues to varying levels of senior and executive-level management;
- Provide Organizational Design and Classification Support as required by the Project Authority;
- Prepare communication materials as required by the Project Authority;
- Advise of any potential conflicts or risks in relation to HR policies;
- Schedule, plan and lead sessions with clients and partners to gather business information, lessons learned and detailed requirements;
- Develop business process models and Identify linkages and inter-dependencies between business processes;
- Participate in meetings as required by the Project Authority,;
- Evaluate project requirements to support the preparation of business cases;
- Assist with resource planning and development against Information Management System requirements; and
- Other HR support activities requested by the Project Authority.
