DND requires help of Enterprise Solution Architect to provide business and capability planning and business design support to the ICAM project.

Mandatory requirements

  • Minimum of ten years of experience, within the last fifteen years, in working with classified networks at the SECRET and/or TOP SECRET level, covering release caveats such as 5EYES, CAN/US and CANADIAN EYES ONLY
  • Minimum of five years of experience, within the last ten years, in designing, configuring, integrating, and maintaining major ICAM products and infrastructure in at least one of the following areas:
    Identity Manager
    Identity Provider
    Access Management
    Identity Governance and Administration
    Privileged Access Management
  • Ten years of experience, within the last fifteen years, in designing, configuring and integrating network security equipment in at least three of the following areas:
    Security Devices
    Public Key Infrastructure
    Cryptographic Devices
    Intrusion Detection Systems
    Data Diodes
  • Minimum of ten years of experience in writing documentation, specifically system design specifications, build/configuration documents, concept of operations, system implementation plan, test plan, test report and life cycle support plan
  • Experience within the last five years in architecting or deploying solutions around cloud architecture

General tasks

  • In collaboration with the client, conduct kick-off meetings to identify organizational critical success factors and Key Performance Indicators to scope the context for Enterprise Architecture (EA)) by conducting analysis(es) of the business environments(s), external drivers and the business strategy(ies)
  • Conduct Capability Assessments to identify capability optimization focus areas, gaps, risks and the organization’s readiness for transformation
  • Provide EA advice during meetings, Technical Working Group sessions, or at any times as requested by the client, in support of the enterprise architectural work. This may be in the form of presentations, briefings, dashboards, etc.
  • Develop future state (To-be) enterprise architectural vision(s) by defining requirements, developing principles and building models various levels of abstraction
  • Document the current architecture state (As-Is) to the minimum level of detail required to provide the level of magnitude (depth and breadth) of the architectural effort required to accomplish the migration from the As-Is to the To-be state
  • In collaboration with the client(s), establish implementation/migration plans comprised of milestones and resource requirements, task and a description(s) of the architecture alignment with business planning
  • Complete a Requirements Impact Assessment to evaluate the current enterprise architecture requirements and to identify changes that are required and the implications of the changes
  • Identify business operations and technology trends that may create opportunities for improvement, advise the client(s) on possible impacts on the organization’s Information Management (IM) / Information Technology (IT) architectures and business strategies and recommend appropriate changes to existing architecture(s), alternative solutions, methodologies and strategies
  • Provide briefings and reports that promote the practice of enterprise architecture and the improvement of the EA Programme
  • Identify future business/operational requirements against the current EA, perform gap analyses and develop and prepare migration strategies
  • Assess the feasibility of migration from the current state to the target architecture, identify the risks associated with migrating to the target architecture and make recommendations for risk mitigation
  • Identify trends that create opportunities for business improvement, advise senior management on trends and emerging technologies and the impact on the organization’s and government architectures and business strategies, model “What-IF” scenarios and recommend appropriate changes to the existing architecture(s) and recommend alternative solutions, methodologies and strategies
  • Manage the development and implementation of architectural improvement plan(s)
  • Coach, mentor and train the organization(s) to perform any of the above
