DND requires one (1) Senior Business Consultant resource in support of the Land Vehicle Crew Training System (LVCTS) project.
Mandatory requirements
- 24 months combined experience using IBM © Dynamic Object-Oriented Requirements System Tender Assessment (DOORS TA) within the last one-hundred and twenty (120) months in each of the following:
1. Performing IBM © DOORSconfiguration;
2. Performing IBM © DOORS testing;
3. Performing IBM © DOORS importing;
4. Performing IBM © DOORS exporting;
5. Acting as an interface to users. - 24 months combined experience using IBM © Dynamic Object-Oriented Requirements System Tender Assessment
(DOORS TA) within the last one-hundred and twenty (120) months each of the following:- Setting up client projects in IBM © DOORS TA
- Assigning individuals to specific roles;
- Assigning individuals to evaluation teams.
- 24 months of experience using IBM © Dynamic Object-Oriented Requirements System Tender Assessment (DOORS TA)
within the last one-hundred and twenty (120) months carrying out the management of the tender assessment project in IBM © DOORS TA.
Optional requirements
- 48 months experience using IBM © DOORS TA within the last one- hundred and twenty (120) months in generating views using the wizards and DXL script;
- 48 months experience using IBM © DOORS TA within the last one hundred and twenty (120) months in implementing and coordinating IBM © DOORS TA automated requirements management tools and processes;
- 48 months experience using IBM © DOORS TA within the last one-hundred and twenty (120) months in performing a minimum of three (3) IBM © DOORS tasks:
1. Data backup and data recovery
2. Creating modules for sites
3. Synchronizing modules between sites
4. Creating/exporting IBM© DOORS reports/metrics.
5. Recording scores in IBM© DOORS TA; - 48 months experience using IBM © DOORS TA within the last one- hundred and twenty (120) months in providing expertise on IBM © DOORS Requirements Management;
- 48 months experience using IBM © DOORS TA within the last one- hundred and twenty (120) months in providing training* to evaluation team(s). *Training is coaching evaluation teams on recording data within the IBM © DOORS TA.
General tasks
These tasks may include, but are not limited to the following:
- The configuration and administration of the tender assessment (RFP) management activities;
- The tailoring, customization and optimization of the IBM © DOORS TA application for DND projects to meet their bid solicitation process;
- Functional support to the evaluation teams and technical support during bid evaluation preparation, scoring and completion;
- The migration of bid solicitation data across environments;
- Configure IBM © DOORS TA v9.6 tool to carry out the evaluation process.
- Test the IBM © DOORS TA v9.6 application and other associated products.
- Set up the DND client project in IBM © DOORS TA and assign individuals to specific roles and evaluation teams;
- Oversee the configuration of the tender assessment components including tenders, marking schemes, assessment criteria, measurement scales, criterion weighting, critical criteria, assessment teams, scorecards, marks, verdicts, and rationales.
- Import efficiently bid test case data from various sources using the various capabilities of the tool as required into the standard tender assessment module schemas.
- Provide training sessions (more than one (1) if required) for all the staff participating in the bid evaluation.
- Provide on-site coaching and training on the tool.
- Provide training to evaluation teams to ensure scoring is being recorded in IBM © DOORS TA.
- Verify team consensus scores have been correctly recorded in the tool.
- Generate views using the wizards and DXL script as required.
- Assist the TA in data backup and data recovery activities;
- Configure, review and implement bid evaluation requirements.
- Develop a Tender Assessment reference guide for DND project client.
- Develop support system solutions to sustain the bid evaluation activities.
- Assist the Technical Authority (TA) in carrying out the management of the tender assessment project.
- Link up effectively a bid test case response data to tender assessment modules.
- Monitor the evaluation status and develop user status reports showing completed and outstanding tasks.
- Develop and draft technical documentation and reports, with minimal supervision.
- Work with and support the Project team by engaging relevant stakeholders and participating in meetings and specialist working groups as required.
- Provide technical expertise on IBM © DOORS Requirements Management.
- Prepare project schedule for proposed bid eval strategies and plans.
- Give briefings on progress and concerns.
