The Department of National Defence (DND) requires a senior procurement specialist to assist their quality engineering test establishment (QETE).

Mandatory requirements

  • University degree in Engineering or Science from a recognized academic institution.
  • Must be a Project Management Professional with a (PMP) certification or Projects in Controlled Environments (PRINCE2) Practitioner
    certification.
  • Must have a Canadian Risk Management (CRM) certification or a Project Management Institute (PMI) Risk Management Professional (PMI-RMP) certification
  • Five (5) years experience performing risk assessments on scientific equipment.
  • Five (5) years’ experience as a Project Manager.
  • Demonstrated experience authoring at least three (3) decision documents. A decision document could be a briefing note, a letter, a memorandum, a proposed budget, or a bid package submitted for approval to someone holding the position of director or higher.
  • Must have secret clearance.

General tasks

  • Apply project management practices, including financial estimates, business requirements and contracting options.
  • Prepare draft selection methodologies, evaluation plans, evaluation criteria, and evaluation schedules.
  • Plan, coordinate, prepare and control documentation for procurement of QETE capital equipment.
  • Produce evaluation reports and procurement recommendations for internal stakeholders and sign-off authorities.
  • Report on purchase priorities and budget optimization.
  • Consult on stakeholders’ requirements and procurement timelines.
  • Prepare, review, and finalize procurement documents for potential procurement of capital equipment procurement, software licenses, and maintenance packages. Procurement documents might include Statements of Requirement (SOR), business cases, briefing notes, cost models and synopsis sheets; procurement documents include Statements of Work (SOW), specifications and other documents.
  • Recommend to internal stakeholders and sign-off authorities procurement policy, process reviews and standard operating procedures.
