The CMLU project has a requirement for one (1) Junior Quality Assurance/Management Specialist (hereinafter referred to as the “resource”) to oversee the Quality Assurance (QA) and Quality Control (QC) elements of the CMLU aircraft production line. The Junior Quality Assurance/Management Specialist will be responsible for the planning, coordination, and execution of the product inspections and
configuration audit activities that will be held throughout the aircraft production period at the CMLU Contractor’s facilities in Yeovil, United Kingdom and Halifax, Canada. Services will be provided on an “as and when requested” basis.

Mandatory requirements

  • the proposed resource has a University degree, college or CEGEP diploma/ certificate;
  • the proposed resource must have a minimum of a secondary school graduate diploma/certificate and at least eight (8) years of experience in the area of quality management;
  • the proposed resource must have a minimum of five (5) years’ experience, in the last ten (10) years, working in the field of aerospace equipment program management in a technical capacity;
  • the proposed resource must have a minimum of five (5) years’ experience, in the last ten (10) years, preparing production line surveillance plans and/or performing product inspection activities;
  • the proposed resource must have a minimum of five (5) years’ experience, in the last five (10) years, preparing configuration audit plans and/or performing configuration audits;
  • the proposed resource must have a minimum of two (2) years experience, in the last ten (10) years, developing Enhanced Zonal Assessment Procedure(EZAP) survey plans and/or performing EZAP surveys.

General tasks

  • Aircraft production line surveillance plan development and execution for the CMLU aircraft production line:
    • Perform the role of project liaison between the Government Quality Assurance Representatives and the Prime Contractor’s Quality Management team;
    • Review the Prime Contractor’s Quality Management System (QMS) and Quality Plan;
    • Conduct a quality assurance review of the Prime Contractor’s manufacturing process documentation and quality control procedures;
    • Review the Prime Contractor’s approach to production line staging and sequencing;
    • Consult with internal DND stakeholders and Prime Contractor personnel to better understand the project risks and obtain input into the surveillance strategy to be employed;  
    • Develop an aircraft production line surveillance plan that specifies the scope and depth of product inspections that will be performed along with the stakeholders that will be participating;
    • Participate in the conduct of product inspections specified in accordance with the production line surveillance plan;
    • Develop a procedure for documenting observations resulting from product inspections and tracking the observations until they have been closed;
    • Provide recurring updates to the Technical Authority (TA) and/or other authorized departmental government representatives summarizing the status of ongoing product inspections; and
    • Develop a detailed report summarizing the outcome of the product inspections, including the provision of recommendations on how to handle any concessions and/or deficiencies.
  • Configuration audit plan development and execution:
    • Review the Prime Contractor’s Configuration Management Plan and System Engineering Management Plan to better understand their configuration management process;
    • Review the CMLU Technical Documentation to gain an in-depth understanding of the technical solution being delivered by the Prime Contractor under the CMLU contract;
    • Consult with internal DND stakeholders and Prime Contractor personnel to identify the areas of focus for the configuration audit, including in particular, the parts of the aircraft design that are new and/or developmental in nature;
    • Develop a configuration audit plan that specifies the scope and depth of configuration audits that will be performed along with the stakeholders that will be participating;
    • Participate in the conduct of configuration audits specified in accordance with the configuration audit plan;
    • Develop a procedure for documenting observations resulting from configuration audits and tracking the observations until they have been closed;
    • Provide recurring updates to the Technical Authority (TA) and/or other authorized departmental government representatives summarizing the status of ongoing configuration audits; and
    • Develop a detailed report summarizing the outcome of the configuration audit activities, including the provision of recommendations on how to handle any deficiencies.
  • EZAP survey plan development and execution (Additional information relating to the EZAP is provided in Reference A and B):
    • Consult with internal DND stakeholders and Prime Contractor personnel and review the Technical Data Package (TDP) to better understand the zonal layout of the aircraft;
    • Develop a suitable EZAP survey plan that specifies the scope and depth of the survey that will be performed along with the stakeholders that will be participating;
    • Participate in the conduct of the EZAP in accordance with the EZAP survey plan;
    • Develop a procedure for documenting observations resulting from the EZAP survey and tracking the observations until they have been closed;
    • Provide recurring updates to the Technical Authority (TA) and/or other authorized departmental government representatives summarizing the status of the EZAP survey; and
    • Develop a detailed report summarizing the outcome of the EZAP survey activities, including the provision of recommendations on how to handle any deficiencies.
