Senior Engineering Graduate will perform tasks applicable to the acquisition, fielding, and sustainment of the Joint Fires Modernization (JFM) Project. The incumbent will provide support to the Systems Engineering Manager (SEM) – Integration within the Project Management Office, hereinafter known as the Technical Authority (TA).
Mandatory requirements
- the proposed resource has a post-graduate degree (Master’s or Doctorate degree) in Engineering;
- the proposed resource has a minimum of eighty-four (84) months of demonstrated engineering experience, in the last one hundred twenty (120) months;
- the proposed resource has a minimum of sixty (60) months of demonstrated experience within the last one hundred twenty (120) months in preparing and/or modifying/updating project documentation in the following area: Technical Documentation, including Statement(s) of Requirement, Specifications, and/or Statement(s) of Work;
Optional requirements
- the proposed resource has experience within the last one hundred twenty (120) months in system integration on the Light Armored Vehicle (LAV) family of combat vehicles;
- the proposed resource has experience within the last one hundred twenty (120) months with Tactical Data Links (TDL);
- the proposed resource has experience within the last one hundred twenty (120) months in one (1) or more of the following fields:
- Fire Support Command & Control (C2) systems;
- Joint C2 systems; and/or
- Battle Management Systems (BMS).
- the proposed resource has experience within the last one hundred twenty (120) months working on a Capital Project* and/or Equipment Management Team, within the Department of National Defence;
- the proposed resource has experience within the last ninety-six (96) months working with Surveillance Target Acquisition and Night Observation (STANO) equipment;
- the proposed resource has experience within the last ninety-six (96) months in the configuration and operation of tactical-level communication equipment, such as radios and video transceivers;
- the proposed resource has experience within the last seventy-two (72) months working within one or more of the following application ecosystems:
- Tactical Assault Kit (TAK); and/or
- Android Precision Assault Strike Suite (APASS).
- the proposed resource has experience within the last seventy-two (72) months working in platform integration for Electromagnetic Environmental Effects (E3) compliance involving one (1) or more of the following:
- 1. Radio Frequency Interference (RFI);
- 2. Emissions Security (EMSEC); and/or
- 3. Radiation Hazard (RADHAZ)
General tasks
- Consult on the translation of operational requirements into technical specifications for integration of capability into the Canadian Army’s Light Armoured Vehicle (LAV) 6.0 Observation Post Variant (OPV) fleet;
- Consult on the translation of operational requirements into technical specifications for integration into the Canadian Army’s Land Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) ecosystem;
- Consult on the validation of Tactical Data Link (TDL) standards to enable Information Exchange Requirements (IER) to and from the Canadian Army’s Mobile Domain baseline and into militarized application ecosystems (e.g. Tactical Assault Kit (TAK) and/or Android Precision Assault Strike Suite (APASS));
- Consult on the translation of operational requirements into technical specifications for Tactical Equipment systems, to include Surveillance Target Acquisition and Night Observation (STANO) equipment (e.g. Handheld Thermal Imagers, Laser Range Finders, Laser Target Designators, etc.) and communication equipment (such as tactical radios and video transceivers).
- Establish requirements validation and technical assessments for Electromagnetic Environmental Effects (E3) compliance to include Radio Frequency Interference (RFI), Emissions Security (EMSEC) and Radiation Hazard (RADHAZ);
- Consult on procurement technical documentation including specifications, Data Item Descriptions (DID), Statement(s) of Work (SOW), and Bid Evaluation Plans;
- Provide technical advice on the JFM system-of-systems and applicable technologies to all members of the integrated project team;
- Provide reports on and deliver verbal briefings on technical issues;
- Provide technical input in the preparation of substantiating documentation for SOW, Request for Proposal (RFP), Project Management Plan (PMP), schedules and review resulting data for technical acceptability and subsequent action;
- Consult on costing, budgets, and technical estimations for options and assist in the determination of project management resources;
- Consult on test and evaluation plans to validate system performance, supportability, and determine system acceptance;
- Consult on Technical Bid Evaluation planning and execution;
- Consult on the development and execution of project’s overall Bid Evaluation strategy;
- Consult on configuration management by determining the technical acceptability of engineering change proposals, deviations, and waivers;
- Establish systems (compliance and integration) testing at multinational North Atlantic Treaty Organization (NATO) & Five Eyes Alliance (FVEY)/American, British, Canadian, Australian, New Zealand (ABCANZ) Armies interoperability assessment venues, such as BOLD QUEST and DYNAMIC FRONT;
- Report on progress and technical review meetings, visit Original Equipment Manufacturer (OEM), and system operator units that will be affected by the project;
- As required, consult with appropriate agencies who are stakeholders in JFM technical requirements;
- Consult on fielding of solution following contract award;
- Review and comment on contractor provided technical data;
- Witness and report on contractor conducted verification activities;
- Establish engineering expertise related to Joint Fire Support;
- Consult on the development of Subject Matter Expertise within the domain space(s) to members of the Integrated Project Team;
- Consult on technical studies for the JFM system;
- Consult on life cycle costing studies for the JFM system;
- Consult on operator-level training of capability;
- As directed, attend in-person and virtual meetings with DND/CAF staff(s);
- As required, provide reports on the JFM Project at national DND/CAF working groups;
- As required, visit Canadian Army units to establish Field Trials and Testing & Evaluation activities;
- As required, provide reports on TDL and digital interoperability working groups; and Establish liaison with Public Services and Procurement Canada (PSPC) as required on technical issues.
