The Canadian Nuclear Safety Commission (CNSC) requires web communication advisors (Communications consultant) to provide its clients with strategic, operational and technical advice on the transformation of content to ensure its appropriate design, placement and style on the web, ensuring compliance with applicable web standards and guidelines and ensuring content is designed with the user in mind (user experience and user-centric design principles). Web Communications Advisors (Communications consultant) help transform and optimize current content to meet with Canada.ca specifications. The change management aspect of this effort is significant, given the high profile of the subject matter, and having the experience and skills needed to advise and train a variety of stakeholders (such as staff, clients and management) on such matters is of prime importance to project success.

Mandatory requirements

  • Minimum of three (3) years’ experience within the last 12 years, at the time of RFP closing, in providing the following services to improve the overall accessibility and usability of a Government of Canada (GC) department, Commission or agency website:
    A) web communications support
    B) developing and managing websites
    The experience can be either A) or B) OR A) and B).

    Web communication support is defined as, but not limited to:
    Providing guidance and advice on standards, best practices, design, Information Architecture (IA), writing, liaising with technical experts and Subject Matter Experts (SMEs), managing web projects

Optional requirements

  • Participation in five (5) web communications projects in a federal/provincial/territorial/municipal government organization, while clearly demonstrating a minimum of 2 of the following skillsets:
    A) providing and advice regarding Web communications, including Website development, management, coordination, performance and compliance with related GC Web standards and policies.
    B) Quality assurance review of content
    C) Coordination of approval of content

General tasks

  • Attend launch meeting with the project authority and other CNSC employees involved in the Web modernization project to discuss objectives and project plan
  • Manage web communications requests while providing a high-quality client experience
  • Track all assigned projects and tasks and any changes requested, from start to finish, to ensure a high-quality product and provide ongoing tracking of projects for statistical purposes
  • Discuss needs with the Project Team on a case-by-case basis (clarifying deadlines, project scope, content structure and placement, etc.), supported by the Senior Web Communications Advisor and Technical Team Lead
  • Make recommendations to clients, stakeholders, and senior management related to web communications, taking into consideration Government of Canada policies, directives, standards and/or guidelines relevant to digital communications
  • Provide as-requested stats on web communications requests
  • Generate ideas and content planning, strategy and scheduling as needed
  • Conduct interviews and research on various subjects
  • Plan and support the implementation of web related processes
  • Support the implementation of web management processes, and facilitate teams which are performing process improvement initiatives with regards to web communications
  • Identify areas for possible future process improvements to web communications practices
  • Report on and give briefings on progress and concerns related to web communications on an ongoing basis and at scheduled points in the life cycle
  • Draft and prepare for approval formal project documents and reports related to web communications
  • Attend meetings as needed
  • Raise any concerns or quality issues with CNSC Technical Team Lead or the Senior Web Communications Advisor
