The Chief of Combat Systems Integration (CCSI) requires a Senior Procurement Specialist to support individual procurement efforts and to contribute to an overall procurement plan related to the SDB Initiative.

Mandatory requirements

  • Senior Procurement Specialist has acted in a lead role in procurement for a minimum of 5 major initiatives for Canadian Federal Government departments or agencies in excess of $50M;
  • Senior Procurement Specialist has 25 years experience providing day-to-day operational procurement services with Canadian Federal or Provincial Governments as either a contracted resource or as a Public Servant, whereby the Resource was responsible for:
    • a. the development of complex procurement strategies
    • b. developing, planning, analyzing, evaluating, prioritizing deliverables and advising on requirements and producing associated procurement documentation
    • c. planning and coordinating procurement activities including financial estimates, business requirements and contracting options
    • d. planning, coordinating, preparing and controlling documentation for complex procurement processes within departmental and central agencies including but not limited to Supply Arrangements, Requests for Standing Offers and Requests for Proposals;
    • e. preparing, reviewing and/or finalizing Statement of Work and Security Requirements Checklists for potential procurement, ensuring completeness, adherence to procurement regulations, and alignment with department priorities;
    • f. preparing draft selection methodologies, evaluation plans, evaluation criteria (mandatory and point rated) and evaluation schedules for procurement;
    • g. Monitoring the implementation and operations of the contract against established goals, objectives and milestones;
  • Senior Procurement Specialist has a diverse knowledge for a minimum of 10 of the following procurement vehicles:
    • a. Task Based Informatics Professional Services (TBIPS)
    • b. Task and Solutions Professional Services (TSPS)
    • c. Physical Infrastructure Supply Arrangements (PISA)
    • d. Software as a Service (SaaS) Supply Arrangement
    • e. Software Licensing Supply Arrangement (SLSA)
    • f. ProServices
    • g. Temporary Help Services
    • (THS)
    • h. SSC ITPro; and
    • i. Other procurement vehicles
  • Senior Procurement Specialist has two (2) years experience within the last five (5) years using P2P Portal for Software, Software as a Service (SaaS), Licenses and Subscriptions, or other digitally-focused procurements with the Canadian Federal or Provincial Governments.

General tasks

  • Provide advice and guidance to senior Management related to procurement;
  • Lead the development of an overall procurement strategy related to the SDB Initiative that provides sufficient details to include appropriate procurement mechanisms in line with legislative requirements and DND policies;
  • Developing, planning, analyzing, evaluating, prioritizing deliverables and advising on requirements related to the SDB Initiative;
  • Planning and coordinating procurement activities including financial estimates, business requirements and contracting options (project procurement management, cost and estimate Management, sole source versus RFP process, etc.);
  • Assisting in the development of CCSI procurement policies and procedures related to the SDB Initiative to include developing and implementing procurement control, monitoring of contract delivery, and reporting procedures;
  • Identifying potential problems and propose solutions;
  • Providing briefings on progress and concerns of procurement;
  • Planning, coordinating, preparing and controlling documentation for complex procurement processes within DND and central agencies including but not limited to Supply Arrangements, Requests for Standing Offers and Requests for Proposals;
  • Preparing, reviewing and/or finalizing Statements of Work for potential procurement, ensuring completeness, adherence to procurement regulations, and alignment with SDB initiatives;
  • Preparing draft selection methodologies, evaluation plans, evaluation criteria (mandatory and point rated) and evaluation schedules for procurement;
  • Monitoring the implementation and operations of the contract against established goals, objectives and milestones;
  • Reporting progress of the contract on an ongoing basis and at scheduled points in the lifecycle;
  • Ensuring management staff is provided with timely and accurate contract information and status updates;
  • Conducting post procurement reviews and contractor evaluations/lessons learned;
  • Production of evaluation reports and procurement recommendations for internal stakeholders;
  • Providing support in analyzing, evaluating and controlling risks, especially related to this organizational digital transformation; and
  • Other tasks within the Contractor’s area of expertise relevant to the SDB initiative.
