The Department of National Defence (DND) has a requirement to lead interdepartmental and departmental business process transformation activities and engaging with key stakeholders and clients in advancement of technologies and analytics. DND must lead financial process improvements to revitalize and support innovation in the financial management processes, tools and systems similar to those used by the department. This will require providing advice and guidance to the Director, Financial Systems Integration (DFSI), to the Director General, Strategic Financial Governance (DGSFG), to the Governance and Project Management Office team (G&PMO) and business analysis teams within DFSI, as well as clients and stakeholders across the DND/CAF.

Mandatory requirements

  • Experience in business process transformation by leading and enabling business improvements via technology, tools and integrated processes. A minimum of two projects are required.
  • Minimum of five (5) years’ experience as an SAP FM consultant performing the following tasks:
    Develop and document functional, business, and/or system requirements specifications;
    Develop and document integrated business processes in the SAP system; Gather and analyze information to establish the functional / business
    needs of an SAP system or project.
  • Experience working on complex SAP project for federal, provincial, municipal Departments, Agencies or Crown corporations with multiple stakeholders for a minimum of five (5) years. Complex is defined as significant scope, dollar value, and integrated processes across modules.

Optional requirements

  • Experience in providing strategic advice and formal briefings to *senior management regarding interdepartmental and departmental change initiatives that require alignment and integration.
    *Senior management is defined as a minimum of Director (EX-01) or above.
  • Experience in developing stakeholder SAP FM requirements for SAP S/4HANA projects.
  • Minimum of ten (10) years of experience in providing advice and support including analysis, configuration, problem resolution, or testing in at least two (2) of the following modules:
    Funds Management (FM)
    Financial Accounting (Fl)
    Controlling (CO)
    Material Management (MM)
    Special Purpose Ledger (SPL)
    Salary Forecasting Tool (SFT)
    FIS Interfaces

  • Experience being SAP FM consultant on transformational projects (SAP implementations or new major functionality) and has experience in integrating the FM module with other modules such as:

    Special Purpose Ledger (SPL)
    Salary Forecasting Tool (SFT)
    Plant Maintenance (PM)
    Asset Accounting (AA)
    Project Systems (PS)
    Controlling (CO)
  • Experience working on SAP implementation projects with experience in leading business requirements gathering workshops and defining to-be processes.

General tasks

  • Assist ADM(Fin) and the greater financial community in mapping current as-is financial processes to S4/HANA to-be processes in the SAP Funds Management (FM) module, such as management of earmarked funds, budget management and availability control, FM master data and derivation rules, cash control, fund accounting, FM integration and year-end closing operations.
  • Integrated modules should also be considered (e.g., Controlling (CO), Financial Accounting (FI), Project Systems (PS), Material Management (MM), Real Estate (REFX), and Human Resources);
  • Assist DFSI in leading on behalf of ADM (Fin), in business requirements gathering workshops to discuss and align on financial process improvement and any pain points. Information would then be used to inform the Defence Resources Business Modernization project (DRBM) and Model Company for Canada (MC4C) working sessions with Other Government Departments (OGD) and other L1s in the department;
  • Enabling DFSI to identify the SAP S4/HANA “as-is” state and developing a crosswalk to the “to-be” state. Identify and establish organizational change management, communication, and training strategies and plans required, to ensure financial community is engaged and are being advised of project status, impacts, and changes to financial business processes;
  • Supporting and assisting DFSI and ADM (Fin) to identify, assess and mitigate current financial pain points on various SAP interdependent projects such as the DRMIS Modernization Project, Business Partner Modernization, Financial Operations transformation, etc.;
  • Advising senior management (Directors, DGs, and above) and identify linkages with other interdepartmental initiatives that require alignment and integration with ADM (Fin) initiatives;
  • Advise on documents for various initiatives, as well as advice and briefings to the Director and the DG attending governance bodies.
