The Director General Information Management Project Delivery (DGIMPD) requires two Business Analysts to provide business and capability planning and business design support to the ICAM project.
Mandatory requirements
- Minimum of ten years’ experience, within the last fifteen years, performing business analysis of functional requirements to identify business requirements, procedures, methods, subsystems, interfaces, prototypes and decision flows.
- Minimum of five years’ experience, within the last ten years, developing use cases for business modelling and business requirements definition.
- Minimum of eight years’ experience, within the last twelve years, contributing to the identification of viable business solution options and recommend a course of action.
- Minimum of eight years’ experience, within the last twelve years, developing process analysis and functional specifications to support the development of automated business processes.
- Minimum of three years’ experience, within the last ten years, briefing business analysis results and options to the senior management and other project teams such as architecture, design, and development
Optional requirements
- Experience working on a Government of Canada IM/IT project(s) which are subject to international standards.
- Experience working on Identity, Credential and Access Management (ICAM) projects.
- Experience with requirement management software such as IBM Rationale DOORS, MS DevOps, MS Team Foundation Server, Jira, Confluence, or Atlassian.
- Experience, within the last ten years, with the DND/CAF Architecture Framework (DNDAF), Ministry of Defence Architecture Framework (MODAF) or Department of Defence Architecture Framework (DODAF).
General tasks
- Plan and provide reports on work to be completed to the project manager and/or Technical Authority;
- Elicit, coordinate, analyze, document and manage project operational and business requirements, ensuring requirements remain linked to business goals and objectives;
- Analyze and model project requirements in accordance with the DND Architecture Framework (DNDAF) using QualiWare for both the “as-is” and “to-be” architectures, to include but not be limited to:
Identification of information, procedures, and decision flows pertaining to the management and configuration of the system;
Identification and documentation of items such as database content, structure, application subsystems;
Definition and documentation of interfaces to the systems; and
Recommendations and documentation of acceptance test criteria. - Provide impact assessments as part of change management workflows;
- Support the analysis of viable project options by performing:
Benchmark analyses;
Cost analyses;
High Level Mandatory Requirements (HLMR)/requirements fulfillment analyses;
Implementation and capacity analyses for human resources, business processes, knowledge, materials, and infrastructure. - Prepare the Statement of Requirements (SOR) using IBM’s Rationale DOORS;
- Prepare initial requirements management plans and conduct traceability and configuration management of requirements and requirements artifacts;
- Contribute inputs to the production of project documents such as the system requirements specification and others as directed;
- Support stakeholder engagements including, but not limited to, maintaining on-going communication with relevant ones and by supporting and generating presentations and records of discussions for engagement and management meetings; and
- Brief senior management as required.
