The Directorate of Aerospace Equipment Program Management (DAEPM), Radar & Communications Systems (R&CS) 3 requires a Project Manager to work with the North Warning System (NWS). DND requires a Project Manager in support of the NWS R&CS 3 to assist in the daily activities of managing all Airlift, Sealift and Bulk Fuel Transportation Contracts. Tasks will focus on inspection and quality control aspects of NWS transportation requirements to ensure that activities are in compliance with the terms and conditions.
Mandatory requirements
- Relevant University Education to the Consultant Category from a recognized Institution;
- 2 years of experience in the last seventy-two (72) months providing logistical support for Airlift Activities. The services must have been compliant with ISO 9000 standards relating to Airlift Activities;
- 2 years of experience in the last seventy-two (72) months providing logistical support for Sealift Activities. The services must have been compliant with ISO 9000 standards relating to Sealift Activities;
- 2 years of experience in the last seventy-two (72) months providing logistical support for the transportation of bulk fuel. The services must have been compliant with ISO 9000 standards relating to bulk fuel transportation;
- 2 years of experience in the last seventy-two (72) months in maintaining, updating, reporting financial records, and managing a budget in excess of $10M per year;
- 2 years of experience in the last seventy-two (72) months using records management software such as, but not limited to, Records Document and Information Management System (RDIMS) and SharePoint;
- resource must clearly demonstrate experience being in the Canadian Arctic, or in similar extreme climatic conditions, for at least seven days in the last 72 months.
General tasks
- Support the transportation operation for R&CS NWS and must provide assistance in the execution of all transportation contracts with various Canadian transportation contractors;
- Coordinate the scheduling of NWS Airlift, Sealift and Bulk Fuel Transportation activities, in compliance with the terms and conditions of the various transportation contracts and ISO 9000 standards;
- Track that the various Canadian transportation contractors are performing their contractual duties in accordance with the terms and conditions of the contracts;
- Compile transportation statistics for reporting purposes and submit to the TA;
- Inspect and review monthly Airlift transportation invoicing documentation from Fixed Wing and Rotary Wing Carriers and forward to the appropriate authorities for payment into the Wide Area Work Flow computer system;
- Review financial documentation by using Excel tracking spreadsheets related to transportation contracts;
- Maintain direct liaison between Canadian and American Government Transportation officials, Transportation Carriers and other Canadian transportation Agencies;
- Participate in USAF/NWS bi-annual Airlift, Sealift and Bulk Fuel delivery meetings. There will be a requirement to travel to various meetings located across North America;
- Coordinate the dispatch of USAF contracted Aircrafts for personnel, equipment, supplies and Search and Rescue missions;
- Advise and collaborate with the appropriate transportation Subject Matter Experts, using the applicable transportation references and documents;
- All work completed and generated by the Contractor must be approved by the TA prior to acceptance of the work. Deadlines will be assigned by the TA in support of project activities;
- Write documents with a close collaboration with the NWS project team;
- Submit a trip report within seven (7) days of returning from a trip;
- Maintain an electronic library of work in progress, delivered items and review comments and perform version control; and
- Save work in the DND Records Document and Information Management System (RDIMS).
