The National Research Council of Canada seeks to outsource its technical publications work. The job involves creating technical manuals for different pieces of equipment, which include operational procedures, maintenance manuals, parts lists, and other relevant documentation by the Canadian Forces Technical Orders (CFTOs). The work also involves preparing Technical Data Packages (TDP) to be delivered to the Department of National Defense Canada (DND) following the D-01-400-001/SG-000 Engineering Drawing Practices Standard.
Mandatory requirements
- University education;
- Ten (10) years of experience in the last fifteen (15) years with technical publication work and must be able to demonstrate the ability to follow specific format requirements outlined in Canadian Forces Technical Orders (CFTOs);
- Ten (10) years of experience in the last fifteen (15) years with creating technical manuals, including training manuals, operational procedures, maintenance manuals, and parts lists.;
- Ten (10) years of experience in the last fifteen (15) years creating technical data packages by Department of National Defense Canada (DND) specifications, which are submitted to the Directorate of Supply Chain Operations (DSCO);
- Ten (10) years of experience in creating effective documents, whether new or revised, to include all necessary information to convey complex subjects clearly to the end user. This can include instruction manuals for installation, operational procedures, maintenance manuals, parts lists, and more;
- Ten (10) years of experience in integrating various forms of media, such as photos, illustrations, 3-D images and videos, into technical publications that had the capability of being viewed online and on paper format from a single source;
- Ten (10) years of experience in utilizing and incorporating source electronic information using Solid Edge or similar 3-D CAD software, Portable Document Format (PDF) and MS Word.
General tasks
- Source information may be either in hardcopy or electronic format (such as Compact Disc or source files).
- The source information may be supplied by NRC AST publications/drawings/graphics/files, Original Equipment Manufacturer (OEM) publications/drawings/graphics/files, or other sources as determined by NRC AST.
- Attendance at project meetings, either on-site or virtual, may be necessary.
- Interaction with designated NRC AST personnel may be required.
- NRC reserves the right to have DND perform verification and validation to confirm that the technical publications and TDPs accurately reflect the project requirements.
- The following methods can be used to obtain source information: either in a hardcopy (paper-based) or electronic format such as Compact Disc or source files. Additionally, source information can be derived from publications, drawings, graphics, files, and other sources supplied by NRC AST or Original Equipment Manufacturers (OEM) or other sources as deemed necessary.
- Updating all engineering drawings in compliance with DND standards, and creating Data Lists that meet DND specifications. This includes preparing native files and PDFs for the engineering drawings, as well as step files for all 3D models.
- A database will be created and connected to all the drawings using Access Database.
- Technical Data Action Notice (TDAN) documents will be prepared to document the changes made during the update process
