To ensure that the FAcT Program has timely and dedicated expertise to complete necessary and specialized work, DAST requires the services of two Project Leaders/Executives. Specialists must provide advice, recommendations, planning and policy support in the area of implementation of Performance-Based contracts within the Government of Canada, airworthiness policies, Ground Based Training Systems design and In-Service Support.
Mandatory requirements
- Professional degree (College and/or University level) obtained in the related field
- Minimum of five (5) years of demonstrated work experience, within the last fifteen (15) years from date of bid closing, in the public or private sector, managing or developing certification requirements for the acquisition of flight simulators in accordance with ICAO 9625 standards.
- Minimum of five (5) years of demonstrated work experience, within the last fifteen (15) years from date of bid closing, in the public or private sector, performing systems engineering to develop and manage technical requirements for the acquisition of military aircraft.
- Minimum of five (5) years of demonstrated work experience developing and delivering briefing packages. to senior management. Senior management is defined as Director General and above on all of the following areas:
Area 1: ICAO 9625 standard
implications on acquisition of aircrafts
Area 2: aircraft or simulator In-Service
Support.
Area 3: Project Management activities,
principles - Minimum of three (3) years’ experience in the last five (5) years providing in leading the requirement specifications for a aircraft or simulation acquisition, with a project value greater than $100M. This includes all of the following activities:
Preparing technical material such as:
Requirements Specifications, Statements of Work, Data Item Descriptions, and Contract Data Requirements Lists;
Reviewing technical deliverables for acceptability;
Attending technical reviews;
Providing subject matter expertise to the Technical Authority.
Optional requirements
- Experience directly related to subject matter expert (SME) in support to the Department of National Defence-RCAF or Canadian aerospace industry in developing and/or managing and/or implementing sustainment* in the following areas within the last fifteen (15) years:
Area 1: Participated in the development of sustainment elements preparing documentation in support of the establishment of aerospace equipment/services contract(s).
Area 2: Participated in the implementation or transition of aerospace equipment/services contract(s). - 10 years of demonstrated experience within the last fifteen (15) planning, implementing, or overseeing Operational or Technical Airworthiness Clearance activities for military aircraft.
- 10 years of demonstrated experience within the last fifteen (15) years developing or managing an aerospace performancebased contracts with an annual value of $100M or more. Experience may be in a military or civilian organization.
General tasks
- Provide DAST with the advice and recommendations for the implementation of a systems engineering framework;
- Provide DAST with the expertise, advice, and recommendations for the implementation of Ground Based Training Systems by industry;
- Provide DAST with the expertise, advice, and recommendations for the acquisition and acceptance of Aircraft Training Systems by industry;
- Provide DAST with the advice, recommendations, plans and policy in support of processes that will lead to the implementation of the contractual transition for the Future Aircrew Training Program;
- Provide DAST with the expert advice, briefings, and documentation for the development of the FAcT Master Implementation Plan;
- Provide DAST with the expert advice and recommendations regarding Technical and Operational Airworthiness;
- Provide DAST with expertise, advice, and recommendations on flying training operations and sustainment:
Provide briefing material, reports, and expert advice to the DAST FAcT Management team on the development of documents supporting the Treasury Board Submission for the FAcT program; and
Liaise with other sections within the C Air Force staff, ADM(Mat) and other agencies internal and external to DND and the CAF.
