DND requires the services of a Life Cycle Management Specialist (LCMS) to provide quality assurance related activities and on-site management support for the repair and overhaul or manufacturing of military components, equipment and systems.

Mandatory requirements

  • Minimum of five years of work experience within the last ten (10) years in in the field of aviation transport resource management as a Life Cycle Management Specialist.
  • Minimum of two years of work experience within the last eight years conducting Quality Assurance activities applying the principles of the ISO 9000 family of Quality Assurance standards.
  • Completed a minimum of 2 years of a technical program in Aerospace offered by a provincially recognized post-secondary technical institution (or international equivalency) OR is qualified as a Canadian Armed Forces Trained Technician to the QL6 trade level in the aerospace (Air Force) domain.

General tasks

  • Perform government quality surveillance, verification and validation activities in accordance with the DQA assessment of project risk;
  • Review quality management procedures and Inspection and Test Plan (ITP) and, if necessary, make recommendations to the QAM for amendments;
  • Take resolute action to identify situations of non-compliance and recommend corrective action to the QAM to prevent their recurrence, as detailed in the DQA QMS;
  • Review and make recommendations to the QAM on work progress;
  • Review and prepare documentation, for the QAM, in response to scheduled and unscheduled reports, returns and observations;
  • Assist the QAM and the lead Quality Assurance Representative (QAR) during meetings and technical negotiations with the 3rd party Contractor;
  • Interface with the Quality Management staff of the 3rd party Contractor;
  • Perform documentation management of specifications; and
  • Maintain Quality Assurance (QA) files (surveillance activity records and documentation).
  • Provide support by conducting the following activities:
  • Interpreting drawings and specifications;
  • Researching defects and arisings for inclusion in the specifications;
  • Witnessing tests;
  • Processing of design changes, deviations and waivers;
  • Identifying substitute items;
  • Verifying materials lists; and
  • Planning and conducting System, Process and Product audits.
