Within DND, MHP is in the final stages of its implementation phase to acquire a fleet of new maritime helicopters, the CH148 Cyclones. This fleet replaces the CH-124 Sea Kings and serves a critical operational function for the DND and Canadian Armed Forces (CAF). Sustainment of the aircraft is being done under a multibillion-dollar, 20-year In-Service Support (ISS) Contract, with the same supplier, that is slated to end in 2038. DND is looking to improve the sustainment business of the fleet in the area of performance, value for money and flexibility. The Project Leader/Executive and their team must assess how much the sustainment of CH-148 Maritime Helicopter fleet should cost and must develop a CH-148 Cyclone Helicopter strategy for negotiations with the ISS supplier, as well as cost the various options as they are negotiated.

Mandatory requirements

  • 2+ years of experience within the last 15 years in producing financial models including the following 2 components:
    • Financial analysis in support of aerospace equipment or service contracts; and
    • Assessment of performance measures.
  • 3+ years of work experience in leading negotiations with a government or a large organization (50 or more people) within the last 15 years.
  • 5+ years of experience in an executive role in government or large organization (50 or more people) within the last 15 years from the date of bid closing.

Optional requirements

  • 2+ years of experience participating in and leading cost-benefit analyses to estimate associated costs and / or potential earnings of aerospace equipment sustainment contract(s).
  • 1+ years of experience supporting helicopter aircraft and relevant subcomponent contract negotiations.
  • 3+ years of experience as a Senior Official within the Canadian Federal Government within the last 15 years.
  • 3+ years of experience developing holistic negotiation strategies for large, complex (valued at 30M+/year) contracts.

General tasks

  • Assess the winning bidder’s capacity/capability to undertake and successfully deliver the required deliverables in the context of this Contract and DND priorities through strategic planning;
  • Advise the TA on a range of issues affecting the achievement of the deliverables;
  • Make recommendations and provide advice for improvements and develop solutions, scenarios and implement recommendations;
  • Conduct a diagnostic of the CH-148 helicopter fleet from a business perspective;
  • Estimate how much sustainment of the CH-148 helicopter fleet should cost;
  • Cost the various options under negotiation with the ISS supplier and its partners;
  • Review and assess current support terms and recommend options to a way forward in terms of potential modifications and upgrades to terms and conditions that provide value for Canada;
  • Perform cost-benefit analyses that take into consideration various scenarios;
  • Develop a holistic negotiation strategy;
  • Aid with planning and support of negotiations;
  • Provide a clear picture to DND stakeholders of the prime ISS supplier and sub-tier economics;
  • Produce a credible roadmap towards increased readiness and reduced obsolescence issues;
  • Produce a business plan that explores the upcoming unique opportunity to reset cost baseline with the prime vendor and improve long-term affordability;
  • Produce a path forward to mitigate and reduce the risk associated with sustainment of the fleet;
  • Any other task as per TSPS category 3.3 Project Leader / Executive.
