Department of National Defense Canada requires the help of a Senior Project Manager to support the CH146 Project team in day-to-day activities which include associated engineering project functions and to provide advice in the development of solutions to effectively deliver the project portfolio for operations and future deployments of the CH146 Helicopter fleet.
Mandatory requirements
- 36 months experience in the past 60 months as a Project Manager in the field of aviation, overseeing projects by managing resource(s) (personnel and equipment) in accordance with project priorities, reviewing authority for documents related to project such as:
a) Statement of Objectives (SoO), Statement of Work (SOWs)
b) Test and evaluation Request for Estimate (RFEs)
c) Foreign Military Sales (FMS) Case
d) Aerospace Modification Approval Form (AMAFs)
e) Record of decision
f) Airworthiness Risk Management (RARM)
g) Other project documentation - Minimum of 36 months experience in the past 60 months, from the bid closing date, applying financial regulations and budgetary requirement for a major project or project portfolio with a total budget over $10 million
- Minimum of 36 months experience in the past 60 months, from the bid closing date, in the field of aviation project management and performing the following four activities:
a) Manage projects in excess of $1M in value
b) Provide training and mentorship to project officers or coordinators under their responsibility
c) Provide notifications of capability deficiencies and/or provide notifications of safety issues to their supervisor or project sponsor;
d) Provide recommendations and advice to their supervisor or project sponsor
Optional requirements
- Relevant experience in the past 72 months in Aviation Rotary wings as either as a Project Manager or as a Technical Airworthiness & Engineering authority
- Demonstrated experience in the past 72 months applying military airworthiness regulations:
a) DND Technical Airworthiness Manual
b) P-Series which includes the C 05 005 P12/AM-001 – Engineering Process Manual (EPM); and
c) DGAEPM AF9000+ - Demonstrated experience and acquired competencies in the past 48 months to be granted airworthiness authorities for:
a) Specific Purpose Fight Permit (SPFP)
b) Record of Airworthiness Risk Management (RARM)
c) Deviation - Demonstrated experience in the past 60 months dealing with internal (DND) stakeholders with an understanding of the roles and responsibilities of those organizations in relation with project management. Internal (DND) stakeholders such as:
a) Director Technical Airworthiness & Engineering Support (DTAES);
b) Director Aerospace Requirements (DAR)
c) 1 Wing
d) CANSOFCOM
e) 1 Canadian Air Division - Demonstrated experience in the past 60 months working in aircraft structure engineering in order to have airworthiness certification experience to assess the feasibility of new proposed projects, propose solutions (problem solving) and any recommendations related to airworthiness issues
- Demonstrated experience in the past 60 months applying to project management documents:
a) Statement of Capability Deficiency (SOCDs)
b) Unsatisfactory Condition Report (UCRs)
c) Statement of Requirement (SORs)
d) Flight safety incidents
General tasks
- Advise the Technical Authority (TA) on technical Airworthiness policies, DND project management activities and procedures, DGAEPM AF9000+ procedures, contracting aspects, financial budgets and airworthiness DND policies
- Prepare, with the assistance of project team and the CH146 Deputy WSM, the budgetary forecasts associated with the projects
- Coordinate with the project team in order to meet project objectives for costs and schedules
- Advise and share expertise on the structural aspects of the CH146 aircraft with WSM Team and stakeholders
- Advise the TA on the feasibility of projects
- Obtain some Technical Airworthiness Authority as requested by the Senior Design Engineering (SDE) such as Specific-Purpose Flight Permit (SPFP) and Airworthiness Approval
- When requested by the TA, coordinate project meetings (ex. Weapon System Support Committee (WSSC), DC-TI TRM)
- When requested by the TA, draft reports (ex. AAR Tech Report, Weekly SITREP) for the TA’s review and approval
- Provide training and mentoring to CH146 Project officers in the management of projects, airworthiness regulations and DND’s organizational structure/responsibilities
- Make recommendations to the TA and the Senior Design Engineer (SDE) to develop technical solutions, assess options and implement recommendations (ex. audit observations)
- Review and make recommendations to the TA and the CH146 Project Manager, project-related documents, including Statement of Objectives (SoO), Statement of Work (SOWs), test and evaluation Request for Estimate (RFEs), Foreign Military Sales (FMS) Case, Aerospace Modification Approval Form (AMAFs), Record of decision, Airworthiness Risk Management (RARM)
- When requested by the TA, review, analyze and assess Statement of Capability Deficiency (SOCDs), Unsatisfactory Condition Report (UCRs), Statement of Requirement (SORs), flight safety incidents, test and evaluation reports, and other notifications of capability deficiencies or safety issues
- Must provide financial analysis of data.
- Manage and coordinate projects with different levels of complexity
- Provide project management support for assigned projects. The focus will be maintaining project scope by ensuring optimization of project schedules, technical performance and standards compliance
- Coordinate and conduct engineering, technical and project management activities associated with CH146 systems and related projects. This activity includes overseeing aspects of design, acquisition, installation, test and evaluation, certification, life cycle management and integrated logistic support using the documentation listed in the following paragraph
- Review, assess and recommend approval of technical documentation, equipment and materials submitted by unit/department staff, other government agencies and/or contractors. Provide engineering and technical guidance and interpretation on compliance with associated standards, specifications, procedures and accepted practices to ensure work requirements are met and deficiencies are corrected
- Track and report project management issues, such as status of projects, general issues, risks, problems and their disposition, and lessons learned
- Prepare flight permit documentation related to the technical airworthiness clearances of project modifications and deliverables on behalf of the TA for approval
- Generate and maintain project files, making maximum use of Records, Documents, and Information Management System (RDIMS) or any other medium as directed by the TA
- Replace the TA in different tasks or activities when required
- Any other project management activities associated with the Task and solutions professional services (TSPS) category of Project Manager
