Due to current global circumstances, there has been a significant increase in the number of projects being executed within the Directorate of Land Requirements (DLR) . To facilitate the completion of the projects in question, DND requires Project Managers to provide support to DLR for submission writing to include project briefs, business case analyses, and other departmental documentation.

The work will be performed at NDHQ Carling Campus, 3500 Carling Ave, Ottawa, Ontario

Mandatory requirements

  • Must have an Undergraduate degree.
  • 24+ months combined experience at a supervisory level working in a project environment related to concept development, equipment requirements, organizational structure and design.
  • Participated in the development of a minimum of one (1) statement of operational requirement (SOR) related to concept development, equipment requirements, organizational structure and design within last 10 years.

Optional requirements

  • Obtained any of the following:
    • Master of Business Administration (MBA )
    • Master of Public Administration (MPA)
    • Canadian Army Administration Officer Course
    • Project Management Professional (PMP)
  • Been the author of the following:
    • Strategic Context document
    • Business Case Analysis
    • Project Charter
    • Request for Information (RFI)
    • Request for Proposal (RFP)
    • Responses to RFIs/RFPs
  • Experience working with or in a public defence environment, like DND, PSPC, ISED-C, CAF, or academia, advisory body, or defence industry.
  • Obtained any of the following CAF qualifications or acceptable equivalencies:
    • Joint Command and Staff Program;
    • Forward Observation Officer;
    • Joint Terminal Attack Controller;
    • Artillery Operations Course;
    • Joint Targeting Staff Officer Course; and/or
    • Joint Targeting Course.

    • Complex Project and Procurement Leadership Certificate

General tasks

  • Contribute to the drafting of strategic document, reports, and briefings;
  • Giving briefings on progress and concerns of project;
  • Coordinating and preparing documentation in response to scheduled and unscheduled reports, returns and observations to update management on project progress;
  • Preparing draft evaluation plans, criteria and evaluation schedules;
  • Developing, planning, analyzing, evaluating and prioritizing deliverables and requirements;
  • Defining and documenting development team objectives;
  • Determining and obtaining budgetary requirements, composition, roles, responsibilities and terms of reference for the team;
  • Planning, directing and controlling the activities of a project team within scheduled time and cost parameters;
  • Monitoring the design, implementation and operations start up of the project against established goals, objectives and milestones;
  • Meeting with stakeholders and other project managers and stating problems in a form capable of being solved;
  • Preparing plans, charts, tables and diagrams to assist in analyzing or displaying problems;
  • Working with a variety of project management tools such as MS Project and Visio;
  • Formulating and managing project plans by defining deliverables, identifying key milestones, reviewing project progress, and engaging in ongoing risk management;
  • Ensuring management staff is provided with timely and accurate project information and status updates;
  • Conducting post project reviews/lessons learned;
  • Contributing to the organization’s strategic and business planning initiatives;
  • Contributing to development of organizational vision and mission; and
  • Coordinates, drafts and prepares for signature formal project documents and reports.
