ECCC’s Departmental Project Management Office (DPMO) requires Project Executives as and when requested, to guide the numerous project initiatives to ensure they are optimally developed, designed and delivered to achieve ECCC’s strategic business objectives..
Mandatory requirements
- Managed 2 projects concurrently for a minimum of 3 consecutive years, where the minimal duration of a project was 9 months.
- 10 years as a Project Executive within the last 15 years completing the following tasks:
- Managing several Project Managers, each responsible for an element of the project and its associated project team;
- Defining and documenting project vision and strategic objectives, including determination of budget requirements;
- Presenting to organizational management (Director Level or above) to ensure all internal and external stakeholders are committed and moving forward on project goals;
- Being involved in troubleshooting and resolving project issues;
- Preparing plans, charts, tables, schedules, and diagrams to assist in analyzing or displaying project issues and risks;
- Managing project sign-offs through a formal gating process and has experienced the full project lifecycle (intake to close-out).
- A University degree (Bc, Ma, PhD, or MBA)
- Must hold either:
- PMP
- Prince2
Optional requirements
- Experience developing and implementing strategic HR plans, including:
- Outlining the business context;
- Analyzing external and internal factors that could have an impact on the workforce;
- Providing a snapshot of the demographic profile of a directorate’s workforce; and
- Identifying HR strategic priorities that aim to address existing gaps to help achieve business goals and provided an action plan and way forward to achieve the objectives.
- Experience in the following:
- Developing job descriptions;
- Identifying areas in an organization for re-design;
- Identifying potential solutions;
- Providing trade off information; and
- Recommending and successfully deploying a course of action.
- Up to 5 projects completed with a governmental organization, department, or agency.
- Up to 8 projects demonstrating experience in mentoring, coaching and/or training project managers in the project management discipline.
- Up to 8 projects demonstrating experience in developing a project risk management plan and managing ongoing strategic risk log assessments in areas such as change management, human resources management, stakeholder relationship management, and vendor management.
- Up to 8 projects demonstrating experience in creating, updating and reporting on project schedules using MS Project.
- Up to 6 projects demonstrating experience in monitoring and reporting on project costs.
- Up to 3 projects demonstrating experience working on projects using an Agile development approach.
- Up to 6 projects demonstrating experience working on projects with complex mandates, defined as having at least one of the following characteristics:
- Involves three or more stakeholders;
- Impacts the entire organization or enterprise;
- Affects 500 or more users;
- Has a budget of $25 million or more.
- Up to 4 projects demonstrating experience performing EVM functions as a designated primary project manager.
- Must hold 1, 2 or all of the following certifications:
- CMC (Certified management Consultant);
- ITIL Foundation;
- Certified Scrum Master.
- Up to 3 projects demonstrating experience using Business Intelligence (BI) software to create reports.
General tasks
- Provide objective and independent advice to project directors and other senior management representatives;
- Contribute to improvement of business processes, information flows, reporting mechanisms and procedures to support projects across multiple multidisciplinary groups;
- Provide an action plan to improve the organization’s project performance compliance;
- Assist in development and implementation of project management policies, processes and procedures;
- Provide strategic assistance to support of project delivery;
- Assist in the development and maintenance of project management support tools;
- Help optimize the use of resources across projects and reduce constraints to improve the organization’s project performance;
- Provide centralized guidance to projects and programs in support of the organization’s strategic business objectives.
