The Government of Canada, guided by Shared Services Canada (SSC) is committed to modernizing its aging IT infrastructure. This involves enhancing IT services, which include data centers, networks, and various computing devices. SSC requires a Senior Business Transformation Architect to invoke WCS Project to migrate up to 75,000 legacy lines. WCS migration sequence is aligned to partner readiness (i.e. site upgrades completed at partner expense), and GCNet WAN and SSC LAN schedules.
Mandatory requirements
- Must have ten (10) years of experience within the last fifteen (15) years on telecommunication projects with project value greater than $25M in which they were responsible for designing and delivering enterprise-wide solutions.
- Must have ten (10) years of experience in the last fifteen (15) years implementing Government Canada Network projects nationally. Each referenced project should be over $25M
- Must have ten (10) years of experience in the last fifteen (15) years working on VOIP (Voice Over IP) implementation projects. Each referenced project should be over $25M
- Must have five (5) years of experience in the development of network infrastructure and developing services that support voice/data strategies and performance/availability standards using input from market intelligence, service requirements from Marketing and Sales units, network development plans from Planning, and requests from Service Delivery and Service Assurance
- Must have ten (10) years’ experience in the design, delivery, and implementation of several national multi-site (+1000) WAN / LAN projects and VoIP services with more than 35,000 users within multi-tenant environments
- Must have ten (10) years of experience in Avaya Aura platform for unified communication projects with more 30,000 end units deployed Canada wide. Each referenced project should be over $25M
Optional requirements
- Experience with enterprise network architecture planning, design and implementation. Each referenced project should be over $25M
- Experience within the last ten (10) years on telecommunication projects with a value greater than $25M in which they were responsible for designing and delivering enterprise-wide Voice over IP (VOIP) solutions
- Experience with the Government of Canada telecommunication projects. Each referenced project should be over $25M
- Completion of various vendor network related courses such as Cisco, Nortel, Lucent
General tasks
- Architecture development, validation and technical documentation including migration planning and acceptance testing methodology
- Collaborate and co-design with contractors on Avaya Aura VoIP solution including subscriber mailbox, e911 / notification using approved cryptographic network protocols, FIPS 140-2 compliance, JITC interop and GoC ITSG 01/L, 06, 22, 33 & 38, ITSB 61 & 62 security guidance
- Provide solution risk analysis including mitigation plans for alternative technical solutions
- Provide impact and cost-benefit analysis from a business and technical perspective
- Collaborate and support various Service Line operations / support and business teams and other key stakeholders – capacity planning, fulfillment, assurance, processes and applications including customer managed databases and portals
- Liaison to SSC IT Infrastructure (ie:WAN and LAN Operations Teams) coordinating WCS Main Telecom Room implementation and migration activities.
- Liaison to SSC Partner departments (ex: Dept of National Defense) WCS related project matters including process and procedures, implementation schedule and activities, migration schedule and activities, site preparation/remediation progress.
- Develop and submit formal WCS IT infrastructure Work Requests to SSC IT Service Lines to facilitate WCS implementation activities.
- Development of supporting documentation to aid in WCS implementation and migration.
- Development of Request for Change(RFC) documentation and project artifacts to acquire SSC Partner (department) Implementation and Migration approvals
- Provide project and steady state support for GoC operations including service fulfillment and assurance.
- On-site telephony surveys of and reporting the state and configuration of each.
- Vendor liaison to SSC Partners (incl Dept of National Defense) for WCS migration activities, resource coordination, site access and security.
- Develop options and analyze them against business and technical requirements, supported by cost analysis
- Model contingency plans (what-if scenarios) and make recommendations;
- Meet with various stakeholders within the organization (e.g. Procurement, Legal, Telecommunications, Security etc.) to gather information, elicit requirements, collect opinions, provide information and/or perform presentations based on the work plan/schedule
- Develop and document statements of requirements for considered alternatives /design recommendations deployment options;
- Provide project status reporting to various internal and external stakeholders
- Provide subject matter support and recommendations to WCS management and SSC up line
