The Canadian Coast Guard (CCG) requires one (1) Business Architect for its needs to establish new technology to evaluate whether the training investment of its employees matches the need for evolution so that issues can be flagged, and direction adjusted.

Initial duration of engagement: 6 months
Optional renewal period: 1 year
Level of effort:
Initially: 150 days (Full-time)
Option period: 75 days (Part-time)

Location of work: All work under this contract must be completed remotely and as and when needed on site at CCG HQ in Ottawa, Ontario.

Mandatory requirements

  • Must hold a valid Secret clearance
  • 5+ years of experience, within last 10 years, examining current information technology (IT) systems that are related to employee training programs.
  • 1 completed project within the last 5 years analyzing data utilized within the clients’ IT systems and comparing them to show training and professional development-related information.
  • 1 completed project within the last 5 years identifying requirements for a new tracking system and providing IT solutions for integrating all of the relevant information from the system(s) into one platform for the client.

Rated requirements

  • Experience within the last 10 years with the following:
    • Assessing current training and professional development management and tracking systems;
    • Comparing current training and professional development tracking and management systems;
    • Identifying barriers and challenges faced by the development and implementation of a Training Platform;
    • Identifying areas where improvement for a better training management system can be had;
    • Recommending best practices for training data.

General tasks

  1. Assessing the CCG’s current training and professional development management and tracking systems;
  2. Identifying data tracking and management gaps within CCG’s current systems;
  3. Identifying barriers and challenges faced by the development and implementation of an INTP to include, but not limited to, IT resources, access from ashore and at sea, personnel resource requirements for data entry and on-going management;
  4. Comparing CCG’s current training and professional development tracking and management systems;
  5. Identifying areas where the CCG can improve personnel career development and management through a better training management system;
  6. Providing recommendations for an INTP; and
  7. To recommend best practices for individual career development and management, training data management to include: course loading, course scheduling, course funding and others identified by the consultant.
