The Department of National Defence (DND) requires 1 Junior Life Cycle Management Specialist to provide services in support of hull outfitting and domestic systems.

Initial duration of engagement: 29 months
Optional renewal periods: 3 x 1 year
Level of effort:
Initially: 240/240/98 days
Option periods: 240 days per year

Mandatory requirements

  • Must hold a valid Secret clearance
  • 6+ months of experience, within last 5 years, in using all of the following software:
    • Records Documentation Information management System such as RDIMS;
    • MS Outlook;
    • MS Office Suite.
  • 24+ months of experience, within last 10 years, providing LCMS support services in Naval Vessels Hull Outfitting and Domestic Equipment and Systems.
  • 24+ months of experience, within last 10 years, in maintenance, review, and modifying of technical data related to Naval Hull systems.

General tasks

  1. Recommend new equipment replacements;
  2. Recommend up-dates of the equipment database;
  3. Produce drawing revisions;
  4. Perform on-site quality surveillance and inspection;
  5. Monitor progress;
  6. Review the third-line service provider’s reports and contractual deliverables;
  7. Interpret specifications;
  8. Process design changes, deviations and waivers;
  9. Identify substitute items;
  10. Evaluate equipment change proposals;
  11. Liaison with classification society personnel as required for survey support;
  12. Advise on material and equipment selection for procurement;
  13. Verification of procurement data;
  14. Review Repairable Material requests;
  15. Review Repairable Arising Control sheets;
  16. Liaison with HCM (Halifax-Class Modernization) FELEX (Frigate Life Extension) personnel to assist in resolution of material and installation problems;
  17. Assist in processing material disposition requests Review and up-date material specifications;
  18. Prepare draft Engineering Change Proposals and carry out follow-up work, to up-date technical data;
  19. Evaluate existing and proposed equipment replacements;
  20. Collate/organize technical data;
  21. Review Unsatisfactory Condition Reports (UCR’s); and
  22. Carry out shipboard surveys to validate installations drawing revisions.
