The Department of National Defence (DND), through the Directorate Land Equipment Program Services (DLEPS) has a requirement for 4 Senior Life Cycle Management Specialists. DLEPS provides logistics expertise to Equipment Management Teams within the Directorate General Land Equipment Program Management (DGLEPM) on land and common equipment.
Initial duration of engagement: 3 year
Optional renewal periods: 2 x 1 year
Mandatory requirements
- 4 years out of the last 10 years performing at least 2 of the following LCMS functions::
- Identifying and/or evaluating environmental risks related to military tactical electronic-optronic equipment;
- Identifying and/or evaluating environmental risks related to military tactical electronic-optronic equipment maintenance;
- Identifying and/or evaluating environmental risks related to military tactical electronic-optronic equipment disposal activities;
- Conducting environmental assessments on military tactical communication equipment;
- Conducting audits and/or evaluations on products, practices and/or processes.
- 2 years out of the last 10 years performing at least 2 of the following LCMS functions:
- Performing maintenance, repair, and/or disposal activities for military tactical electronic-optronic equipment;
- Identifying environmental hazards associated with military tactical electronic-optronic equipment;
- Reviewing technical documentation for military tactical electronic-optronic equipment.
Rated requirements
- 24 months of experience performing physical examinations on technical data packages for military tactical electronic-optronic equipment;
- Experience validating 5+ different technical data packages for clarity and technical accuracy for military tactical electronic-optronic equipment;
- Completed one or both of the following:
- Life Cycle Material Manager training
- Integrated Logistics System course
General tasks
- Developing, re-writing, updating and publishing the Equipment Item File for the Cataloguing series of Canadian Forces Technical Orders (CFTOs);
- Developing, re-writing, updating and publishing the Illustrated Repair Parts Manual and Scales using S1000D Technical Publication Management software suite capabilities;
- Developing, reviewing and maintaining the Equipment Support List database;
- Determining and recommending the range, distribution and quantity of repair parts required to maintain operational readiness;
- Performing a physical examination of the equipment to verify the contents of the technical data package;
- Participating in initial provisioning conferences by providing technical guidance about anticipated spare parts consumption rates;
- Analyzing and advising on maintenance plans;
- Reviewing Technical Data Packages for clarity and technical accuracy;
- Reviewing equipment Manufacturer’s parts breakdown lists for completeness and to ensure that military specific requirements have been met;
- Planning and producing illustrations using available publishing software, including S100D suite publishing tool;
- Reviewing and advising on manufacture’s recommended spare parts list;
- Determining Assessed Quantity (AQ) according to expected usage and equipment distribution;
- Determining lines of repair in accordance with the Permissive Repair Schedule/Maintenance Plans;
- Identifying the criticality of the repair parts and their relationship to the operational readiness of the equipment and using technical experience to assign an Essentiality Code (EC); and
- Using the Illustrated Parts Catalogue tool to update Equipment records and materiel in DND’s corporate enterprise resource management system the Defence Resource Management Information System (DRMIS).
