The Canadian Coast Guard (CCG) is seeking a comprehensive analysis of the current workload associated with the National Joint Council’s (NJC) travel directive, which was collaboratively developed with input from employer and bargaining agent representatives. Additionally, CCG requires a comparative assessment with other operational centers to ensure consistency in the application and methodology of the travel directive. Furthermore, the analysis should present options for enhancing operational flexibility, including a thorough exploration of the financial impacts and the pros and cons associated with implementing a national home port concept. This concept involves pooling employees from various locations across Canada, allowing for greater operational flexibility and enabling employees to be reimbursed for travel expenses incurred while traveling to their designated national location(s) of work to board their respective assigned CCG vessels.

Mandatory requirements
- Degree or diploma in relevant field (Business Analysis) issued by a Canadian institution OR Canadian equivalence if received abroad
- Ten years of experience in identifying cost options and cost-benefit analysis of all options;
- Ten years of experience in reviewing operational stance and outlining a readiness/implementation plan that included short and long-term considerations;
- Ten years of experience in identifying potential impacts on collective agreements and costs:
- Ten years of experience in analyzing best practices within the transportation sector in Canada.

General tasks
- Scan of best practices in the marine industry;
- Analyze the best practices within the marine industry, or similar transportation industries and compare them to that of CCG;
- Identify risks of ability to maintain current staffing levels and future projected staffing levels based on current practice versus a proposed national pool process and risk of no decision;
- Identify cost options and cost-benefit analysis of all options;
- Review the current CCG operational stance and outline a readiness/implementation plan that could include short, medium, and long-term considerations;
- Identify potential impacts on collective agreement and costs (e.g. additional travel time).
