The Real Property and Environment Branch (RPEB) requires the professional services of a senior business consultant to assist in the creation of an operational model which positions CMSS to establish a unified approach for those functions under the Project and Programme Management, Real Property, Procurement and Materiel Management.

Initial: 4 years
Estimated Level of Effort: 200 days per year

Mandatory requirements

  • Experience in updating policy frameworks for the management of tangible assets and providing recommendations and revised documentation which align with the requirements of the Policy on the Planning and Management of Investments and associated directives.
  • 10 projects directly related to policy related to procurement or materiel management functions for the Government of Canada.
  • Experience implementing a Material Management Framework.
  • Experience specifying an organization’s objectives, and developing policies, standards and plans to achieve objectives.
  • Fluently bilingual in both official languages (English and French)

General tasks

  1. Review and analyze existing frameworks for related functional domains of the PPMI.
  2. Review and analyze requirements for enhancing life cycle management in relation to the specific functional domain and asset group identified by RPEB.
  3. Provide recommendations on strengthening the governance and planning cycles for asset holdings and the eventual integration into corporate investment and budget decisions.
  4. Develop a model which integrates overarching requirements on managing investments and the one functional domain identified by RPEB (Integrated Management Framework on Investments) and can seamlessly integrate each of the related four functional domains under the PPMI.
  5. Assist the client with internal consultations and communications on the model and the development and implementation of the existing frameworks for the specific function determined by RPEB.
  6. Identify opportunities to enhance the framework for Life Cycle Management (LCMM) directives.
  7. Support the Lead Consultant in LCMM strategies and approaches.
  8. Provide options and recommendations for strengthening professional capacity.
  9. Recommend revised roles and responsibilities matrices supporting the proposed future state organizational model.
  10. Make recommendations and provide advice on findings. Propose options/recommendations to address emerging issues as required.
