The IM/IT Division of the Office of the Superintendent of Financial Institutions requires the provision of Programmer Analysts with significant experience developing applications and services using the .NET Framework v4.5 or above (including .NET core), along with significant experience with scripting using PowerShell, bash or Python. Resources will be provided as and when requested, via Task Authorizations (TA), on a Per Diem basis.

Mandatory requirements
- 5 years of experience in providing software development and support services
- 3 years of applying and implementing Role-based access control (RBAC) to secure REST APIs and/or web applications
- 5 years of experience in conducting analysis, design and development of applications used in a production setting where one or more critical components were implemented using Microsoft Cloud Services (e.g. Power BI, Power Platform, Azure App Services, Azure Functions, Azure Logic Apps, etc.)
- 3 years of experience supporting resources in the Azure Portal using Azure Resource Manager (ARM) templates OR Azure Bicep
- should have experience as a lead developer for at least 7 .Net Applications projects.
General tasks
- Development of high-level functional and technical specifications through the use of business process maps, user stories and documented outcomes, business workflow and organizational models, data definitions and logical data models and/or solution prototypes;
- Development of risk assessment and mitigation plan;
- Status and progress reporting as requested by the Project Authority;
- Development of detailed technical and functional design;
- Development of physical data model design, data mapping, transformation specifications and CRUD encapsulation;
- Development and maintenance of detailed estimates, work plans and schedules for project implementation;
- Identification of all documentation requirements, including a statement of purpose, scope and table of contents for each required document/manual;
- Development of application deployment procedures;
- Updating of the risk assessment and mitigation plan;
- Status and progress reporting.
