The Correctional Service of Canada (CSC) has a requirement to obtain the services of a Senior Procurement Specialist to assist with Contracting and Material Services (CMS) staffing processes.

Initial: 12 months
Optional: 3 x 12 months
Total: 48 months ( 4 years)

Mandatory requirements

  1. Successfully completed at least two staffing projects in a Federal Department, Agency, or Crown Corporation.
  2. University (PhD, Graduate, Undergraduate) degree.
  3. +10 years of experience in procurement management.
  4. +10 years of experience at the PG-05 level or above as a contracting officer or a manager/director responsible for contracting in the federal, provincial, or municipal government.
  5. 2 years of experience providing contracting training to procurement staff in the federal, provincial, or municipal government.
  6. 3 years of experience providing strategic contracting advice to executives in the federal, provincial, or municipal government.
  7. + 3 years of experience in the federal government acquisition card program in either policy or operations.

General tasks

  1. Provide advice and assistance to CMS on any procurement requirement
  2. Review Statements of Work, review and/or draft Request for Proposals (RFP), and provide strategic advice and comments to CSC clients
  3. Draft sole-source contracts
  4. Provide the CMS Contracting Managers and/or Project Authority with expert procurement advice and risks associated with any procurement files
  5. Provide bid evaluation process advice, assistance and coaching to procurement staff
  6. Provide training to new and existing employees on drafting RFPs and contracts, bid evaluation and selection methodology, and Professional Services Supply Arrangements.
  7. Work directly with CMS to finalize an effective and transparent evaluation grid on which any proposals will be assessed
  8. Development and finalization of a Contracting Checklist.
  9. Provide strategic advice to the Senior Director, Contracting and Materiel Services
