CSA seeks to contract one Web Designer (Level 2) to create a new intranet site on the CSA SharePoint platform, migrate the content from the current intranet site (Drupal 7) to the new intranet site, provide training to the administrators and contributors of the new intranet site.

Mandatory requirements

  • At least three (3) years of experience, acquired within the last five (5) years, in the development, creation and implementation of code in HTML, CSS, Java, JavaScript, .NET and XML programming
  • At least three (3) years of experience, acquired within the last five (5) years, in the development of intranet sites
  • At least two (2) years of experience, acquired within the last five (5) years, in developing intranet sites according to the Web Content Accessibility Guidelines (WCAG) 2.0.

Optional requirements

  • Experience developing SharePoint intranet sites on Microsoft 365 (M365)
  • Experience in developing work plans and timelines for the implementation of intranet sites
  • Experience using the Government of Canada Web Experience Toolkit (GC WET)
  • Experience in developing technical documentation and procedures for intranet sites
  • Experience in the development, creation and implementation of code in HTML, CSS, Java, JavaScript, .NET and XML programming

General Tasks

Work package 1 – Launch, plans and follow-up
Organize and participate in a kick-off meeting with the Technical Authority. The purpose of this meeting is
to introduce those involved in the redesign of the CSA intranet site, clarify roles and responsibilitie s, look
over the Statement of Work and answer questions.
Develop a milestone plan and timeline for the implementation of the new intranet site with estimated times
for each task.
Submit a monthly progress report related to the plan and schedule to the Technical Authority.
Any other related tasks requested by the Technical Authority.
Work package 2 – Configuration of SharePoint intranet site and creation of page templates
Meet with the Technical Authority before starting Work package 2 to discuss the associa ted tasks.
Participate in bi-weekly meetings with the Technical Authority to discuss progress of tasks.
Set up a group and access management function for the intranet site on SharePoint using personnel data
in Azure Active directory, the goal being to provide an intranet (about 2000 pages) where it is possible to
configure it so that user groups access content dedicated to them in a targeted manner.
Create custom page templates that incorporate the CSA’s branding based on prototypes provided by the
Technical Authority.
Ensure that the SharePoint intranet site includes the following functionalities:
a) Content management:
▪ Allow tracking of additions, changes, and deletions of content.
▪ Allow reverting to a previous version.
b) Access rights management:
▪ Allow management of access rights and publishing permissions according to pre-
established roles and groups, based on user groups and profiles in Azure Active
Directory. Also, in certain situations, provide an approval role before publication.
▪ Allow all authorized users to create and publish content independently.
▪ Make it easy to change permissions for different audiences.
c) Official languages:
▪ The site must be bilingual and must allow switching from a page in French to a
page of similar content in English and vice versa. The content of the pages will be
provided in both official languages by the Technical Authority.
d) Ease of use and user experience:
▪ The new site must include elements that promote a positive user experience for
employees:
o A configurable, efficient, intuitive search engine that facilitates quick
access to web page, document, and person results.
o Adapted and easily modifiable navigation and information architecture,
including user-customizable elements.
e) Accessibility:
▪ A high level of conformance must be maintained on the site by adopting the
requirements of the Web Content Accessibility Guidelines (WCAG) 2.0 in order to
comply with the Government of Canada Standard on Web Accessibility.
f) Responsive site and quality mobile experience:
▪ Adaptability to various mobile devices (computers, laptops, tablets, smart
phones, etc.).
▪ Any other related tasks requested by the Technical Authority.
Work package 3 – Technical documentation, procedures and training
Meet with the Technical Authority before starting Work package 3 to discuss the associated tasks.
Prepare technical documentation and procedures for administrators and contributors.
Provide training to administrators and contributors. Training and support must be provided in both official
languages (English and French).
Any other related tasks requested by the Technical Authority.
Work package 4 – Content migration
Meet with the Technical Authority before starting Work package 4 to discuss the associated tasks.
Begin migrating the content of the pages of the current intranet site (Drupal) to the new platform on
SharePoint (about 2000 pages).
Organize and participate in a post-mortem meeting at the end of the mandate.
Any other related tasks requested by the Technical Authority.
