The E-communications Bureau (LDD) requires the services of one (1) Project Manager for the delivery and oversight of the Digital Communications Platform project. In support of the Bureau, the PM resource will work closely with GAC senior management and the Project Management Office (PMO) to support project initiatives within the Bureau. The Project Manager will observe and follow the governance outlined in the TBS gating framework to support the E-Communications Bureau in this IT transformational project, preparing the artefacts to obtain necessary approvals from the Portfolio Oversight Board and other departmental review bodies.
Mandatory requirements
- Minimum of ten (10) years of experience, within the last fifteen (15) years as of bid closing, as a Project Manager in an IM/IT environment
- Within the last five years as of bid closing, the proposed resource managed one Public Sector project including the following:
1) involving multiple stakeholders
2) require project oversight in a Project Management Office (PMO)
3) leverages Treasury Board Secretariat (TBS) policy and guidelines on project management, including project gating - A valid PMP, ITIL or PRINCE2 Project Management certification.

Overseeing requirement gathering, design, development, implementation and operations start up - Experience tracking and reporting progress of the project by leveraging Clarity and/or MS Project dashboards to report project successes and risks to stakeholders and senior executive management
- Experience managing a complex project using an Agile methodology including:
Following the Scrum Framework to lead the team in the delivery of the work via sprint cycles
Oversee the project’s Software Delivery Life Cycle (SDLC) through a backlog
Clear obstacles and roadblocks to enable the project team to complete project work and achieve deliverables
Provide ad hoc coaching and mentoring on development and agile practices to ensure the agile methodology is well understood and followed by all team members
General Tasks
- Manage the project using an iterative and collaborative approach (Agile methodology) during the development, implementation and operations startup by ensuring that resources are made available and that the project is developed and is fully operational within previously agreed
- time, cost and performance parameters
- Formulate statements of problems and works with the with the development team to establish procedures for the development and implementation of significant, new or modified project elements to solve these problems, and reports these ongoing changes to the stakeholders as required
- Define and document the objectives for the project; determine budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team
- Report progress of the project on an ongoing basis and at scheduled points in the life cycle:
o Meets in conference with stakeholders and collaboratively develops plans to remediate
project challenges and problems to support the project goals and the required
solution, including:Daily scrums
o Weekly stakeholder meetings
o Management and senior executive management briefings
o Portfolio Oversight Board presentations
o Development sprint scrums
o Backlog item meetings - Prepare plans, charts, tables and diagrams to assist in analyzing or displaying problems; work
