The objective is to redesign the Polar Knowledge Canada Canada.ca website to enhance user experience, ensure compliance with accessibility standards, improve the overall functionality of the site and to provide background and storytelling about Polar Knowledge
Canada. The redesigned website should facilitate easier navigation, provide a more intuitive user interface, and effectively communicate Polar Knowledge Canada’s mission and activities. These objectives would be broken up into an audit phase, consultation of stakeholders and web design for full implementation following Adobe Experience Manager and Government of Canada requirements.

Mandatory requirements

  • Minimum of five (5) years of experience
  • Experience in website development, in the area of creating new website content (written content, website features, etc) and creating webpage templates
  • Experience in website development, in the area of designing websites using Web Content Accessibility Guidelines (WCAG) 2.1
  • Experience in website development, in the area of using Adobe Experience Manager for website operations
  • Valid certification by the Principal Publisher of the Government of Canada for use on the Canada.ca platform through Adobe Experience Manager

Optional requirements

  • Experience in website development in the area of User Experience Optimization in the last one hundred and twenty (120) months from date of bid closing
  • Experience in website development in the area of Websites design for science organizations in the last one hundred and twenty (120) months from date of bid closing
  • Experience in performing website audits in the area of Federal Government Websites in the last one hundred and twenty (120) months from date of bid closing
  • Experience in conducting stakeholder engagement in the goal of assessing business needs in the last one hundred and twenty (120) months from date of bid closing
  • Experience in content creation in the goal of creating meaningful online content* in the last one hundred and twenty (120) months from date of bid closing

General Tasks

  • Analysis of the Current Website
  • Conduct an analysis of the existing https://www.canada.ca/en/polar-knowledge.htm
    and https://www.canada.ca/fr/savoir-polaire.html websites.
  • Assess the current site’s usability, accessibility, content structure, and performance by
    comparing to other Government of Canada departments, research stations and other
    research organizations, private or public.
  • Identify any potential challenges or limitations that may affect the redesign process.
  • Provide a report of the analysis, recommendations and a plan on how to implement
    approved recommendations.
    Design and Development
  • Develop a detailed redesign plan based on the analysis findings.
  • Create new page mock-ups, content templates prototypes of the new design for
    approval by the project authority.
  • Ensure the new design meets all specified requirements, including responsiveness,
    accessibility, and security.
    Content Creation, Migration and Optimization
  • Implement the approved design, ensuring compatibility with the Government of
    Canada’s web standards, Federal Identity Program and guidelines.
  • Migrate existing content to the new design, ensuring no data is lost.
  • Deliver new content, templates and webpages.
  • Optimize content for improved readability, accessibility, and search engine
    optimization (SEO).
    Testing and Quality Assurance
  • Conduct comprehensive testing of the redesigned website, including usability testing,
    accessibility testing, and performance testing.
  • Identify and resolve any issues that arise during the testing phase.
    Training and Documentation
  • Provide training to Polar Knowledge Canada staff on managing and updating the new
    website.
  • Deliver comprehensive documentation, including user manuals and technical guides in
    English.
