Parkland County seeks a team of temporary and fractional financial professionals to support its Financial Services department. The successful candidates will assist with roles ranging from strategic financial leadership to technical accounting execution.
Roles
- Chief Financial Officer (CFO) / Strategic Financial Oversight: Align financial strategies, oversee policies, review reports for Council.
- Controller / Manager of Finance: Ensure PSAB compliance, review statements, coordinate audits, advise on internal controls.
- Senior Accountant / Financial Reporting Officer: Prepare journal entries, reconciliations, support audited financials, filings, and grant tracking.
- Accounting Technician / Clerk: Handle day-to-day transactions, payroll support, data entry, audit readiness, and month-end tasks.
Mandatory requirements
- Diploma or degree in a relevant field (e.g., Accounting, Finance, Business Administration) and certification in relevant discipline(s).
- Familiarity with municipal financial systems, including Microsoft D365
- Proficiency in PSAB standards and municipal reporting requirements
- Experience in municipal government or public sector Finance
- A professional accounting designation (e.g., CPA) where services are more senior in nature; and
- Strong communication, analytical, and problem-solving skills.
Additional Considerations
- Successful Candidates must have availability to meet with Parkland County staff, Council members and Auditors upon request, and based on the scope of services being provided. Resources will have the ability to work remotely, on-site (or in a hybrid capacity) depending on organizational need. The County offers flexibility to adjust hours and scope based on emerging priorities.
General tasks and Responsibilities
Strategic Financial Oversight (CFO / Director of Finance)
- Ensure alignment of financial strategies with municipal objectives and legislative requirements.
- Work with the finance team on accounting and financial policy matters; and
- Review of quarterly and annual financial reports for Council.
Controller / Manager of Finance
- Review financial statements and working papers including variance analysis, account reconciliation, and financial statement preparation;
- Ensure compliance with PSAB standards and other relevant regulations;
- Coordinate with auditors for interim and year-end audit requirements;
- Advise on internal controls and financial risk management; and
- Review and recommend improvements to finance department procedures and reporting
templates.
Senior Accountant / Financial Reporting Officer
- Prepare month-end and year-end journal entries, reconciliations, and working papers;
- Reconcile monthly system generated reports;
- Maintain general ledger integrity and perform account analysis;
- Assist with preparation of audited financial statements and notes;
- Ensure timely submission of provincial and federal financial filings; and
- Support grant and capital project tracking and reporting.
Accounting Technician / Clerk
- Perform day-to-day accounting transactions (e.g., accounts payable/receivable, bank reconciliations, cash receipting, integrations);
- Maintain documentation and filing systems for audit readiness;
- Assist with payroll, tax remittances, and benefits reconciliation as needed;
- Enter and verify data in financial systems with high accuracy;
- Support other finance team members with administrative tasks and reporting support; and
- Complete month end working papers.
Key Deliverables
- Timely and accurate financial statements (monthly, quarterly, annual);
- Council-ready financial reports, annual report, and presentations;
- Reconciled and audit-ready year-end working papers;
- Improved internal controls and standardized financial procedures; and
- Completion of required provincial/federal financial reports and filings.
