Public Sector client is seeking a Change Management Consultant to support its initiative to reduce its Greenhouse Gas (GHG) emissions and consolidate infrastructure. The consultant will develop and implement a change management plan and communications strategy.
Mandatory requirements
- Minimum of 10 years of experience
- the following Change Management certifications:
• PROSCI Change Management Certification
• Association of Change Management Professionals (ACMP) – Change Management Practitioner Certification - Fluently bilingual (English and French)
Optional requirements
- Have experience in providing Change Management guidance within a Federal Government environment.
- Have relevant professional certifications (PMP, Lean/Six Sigma Green Belt or higher, Design Thinking, or similar).
General Tasks
- Develop a Change Management Plan that is focused on improving awareness and adaptation. The Change Management Plan should facilitate the implementation of the Project from a Change Management/Transformation perspective, and address the following:
a. Accommodation differences and between existing and proposed work environments, and mitigation methods to address public client concerns;
b. Maintaining operational/business continuity during transitional/”move-in” periods; and
c. Employee concerns and challenges (anticipated and reported), along with mitigation strategies. Examples of concerns and challenges include, but are not limited to:
– Understanding extent of construction, including timelines;
– Moving timelines and temporary accommodations during construction;
– Health, Safety and Environmental concerns and mitigation efforts;
– Noise, vibration and other disruptive construction impacts; - Develop a Communications Strategy that identifies key methods and opportunities to engage effected employees, including:
a. Summary of all meetings, workshops, tours, presentations, or other opportunities to engage effected employees, including associated timelines and outcomes;
b. In collaboration with Departmental Representative and Prime Consultant, solicit design material (sketches, renders, mockups, samples, etc) to be presented throughout the project design & construction;
c. Strategies to capture and address employee concerns and changes throughout the project duration; - Develop Change Management products for the Public Client Project, including;
a. Schedules related to design, construction, and all “move-in” related activities;
b. In conjunction with Public Client Communications, a platform that effectively communicates summary information and progress;
c. Mock-ups, photos, samples, or other products and presentation material that will help effected public client understand the project. - Activities to support the Change Management include:
a. Providing expertise, consultative advice, guidance and coaching to build project capacity to make effective use of change management strategies and related tools;
b. Designing interventions that improve organizational effectiveness and result in an improved environment and greater involvement;
c. Facilitating meetings, workshops and/or other engagements related to Change Management;
d. Liaising with internal stakeholders to collect and summarize concerns,
e. Attend weekly meetings with the Project Team and provide regular updates to the Departmental Representative, Prime Consultant and/or Construction Manager on Change Management.
f. Solicit design solutions provided by Prime Consultant to help manage expectations;
i. Capture and manage employee comments and responses;
g. Assessing the effectiveness of previous change management activities within the public client and identifying best practices;
h. Develop and implement feedback mechanisms to address stakeholder input and concerns;
i. Identify and develop metrics and other key performance indicators that help gauge project success, and identify project weaknesses from a Change Management perspective
