DND requires help of an Engineering Graduate to define the scope and the deliverables that apply to the Weapon Effects Simulation (WES) Program and to define the Department of National Defence (DND) services requirement for this initiative. Weapon Effect Simulation In-Service Support (WES ISS)
Mandatory requirements
- Forty-eight (48) months combined experience within the last ninety-six (96) months performing at least four (4) of the seven (7) engineering tasks specified below:
Analyzing and eliciting customer needs and required functionality early in the project development stage;
Documenting requirements while performing design synthesis and system validation;
Documenting requirements while reviewing the system life cycle;
Developing systems engineering tools strategies and procedures;
Developing techniques that aid in performing systems engineering on a project, business or product;
Managing complex engineering systems over their life cycle; · Monitoring and assessing contractor- conducted tests and evaluations of new capability or equipment - Thirty-six (36) months experience within the last eighty-four (84) months working in a project management field
Optional requirements
- Engineering work experience within the last ninety-six (96) months in the field of Simulation (Live, Virtual or Constructive)
- Engineering work experience within the last one hundred and twenty (120) months working with the Federal Government of Canada
- Engineering work experience within the last ninety-six (96) months supporting National Defence projects
Projects are defined as:
Multi-million dollar value ($50 million or higher)
Dealing with multiple stakeholders and clients
Multi-year or multi- phase - Engineering work experience within the last ninety-six (96) months working with Dynamic Object-Oriented Requirements System (DOORS) software
- Engineering work experience within the last ninety-six (96) months utilizing MS Project or equivalent software performing tasks below: Maintaining project master schedules
Tracking the progress of a project including schedule controls - Engineering work experience within the last ninety-six (96) months utilizing MS Project or equivalent software performing tasks below:

Sustainment and procurement strategies for the Enterprise via options analysis
General Tasks
- Provide guidance and assist senior management on the development of the concept of operations and operational requirements;
- Participate in the development and validation of the system requirements and performance
- Review system specifications;
- Review technical risk and integration issues, and recommend mitigations or alternate solutions;
- Aid in the design of the systems option analysis program and provide review of outcomes;
- Participate in the development and review of documentation specific to Project Option Analysis;
- Develop, prepare and assist in the sustainment business case analysis and procurement business case analysis;
- Develop, prepare and assist in establishing the plan of activities to support the analysis and research with each of the procurement options to be analysed in the business cases;
- Establish the relevant engineering plans and identify resource requirements associated with the capital project Options Analysis, Definition phases, and the ISS activities;
- Participate in and coordinate industry engagements or meetings to support the capital project Options Analysis and Definition, and the ISS work;
- Conduct and prepare the results of technical investigations and gap analyses to support the business case analysis, and future work in Definition phase;
- Conduct, prepare and review technical investigations in support of ISS activities;
- Develop and implement any specific guides, tools or practices to support the project and equipment program;
- Develop/review operational studies and evaluation plans, and participate in proposal evaluations;
- Develop and review test and trial plans and various engineering reports including but not limited to Technical Data Package (TDP) and Technical Failure Report (TFR);
- Develop and review statements of work for the options analysis and definition stages of a capital project, and for ISS activities;
- Advise on the implementation of system engineering policy for the WES Program;
- Provide support to the program LCMMs, which includes providing engineering reviews and advice to the LCMM during investigative work; including UCRs, performed as a team;
- Monitor and track project progress against baseline in MS Project. Collect on a regular basis project status data from work package stakeholders and update schedules;
- Produce regular project schedule status reports (key milestones, variance from baseline, late activities, two weeks ahead) and communicate to project stakeholders; and
- Project Risk Management including conducting risk management planning, risk identification,risk analysis, risk response and monitoring risk in consultation with all stakeholders
