The E-communications Bureau (LDD) requires the services of a Project Manager for the delivery and oversight of the Digital Communications Platform project. In support of the Bureau, the PM resource will work closely with GAC senior management and the Project Management Office (PMO) to support project initiatives within the Bureau.

Mandatory requirements

  • Minimum of ten (10) years of experience, within the last fifteen (15) years as of bid closing, as a Project Manager in an IM/IT environment
  • Within the last five (5) years as of bid closing, with at least onePublic Sector project, that the proposed resource planned and executed Large Project with national impacts involving multiple stakeholders and/or vendors. Referenced Project must have a minimum duration of twelve (12) months to be considered.
  • Holds a valid PMP, ITIL or PRINCE2 Project Management certification.

Optional requirements

  • Experience in performing the following tasks in a *Complex, Integrated Information Technology (IT) Environment:
    Item 1: Manage the project during the initiation, planning, execution, controlling and closeout phases while completing all associated project management artefacts and securing signoff;
    Item 2: Overseeing requirements gathering, design, development, implementation and operations start up ensuring that the project is completed within the planned scope, time, cost and performance parameters;
    Item 3: Define and document the objectives for the project; determine budgetary requirements, roles and responsibilities and terms of reference for the project team;
    Item 4: Tracking and reporting progress of the project on an ongoing basis and at scheduled points in the project life cycle by leveraging dashboards and other tools to inform stakeholders and senior management;
    Item 5: Prepare project charters, project management plans, communication plans, work breakdown structures, issue tracker, risk registers, risk logs and change requests.
  • Experience developing and delivering status reporting to stakeholders including senior officials and working groups of IM/IT-related initiatives
  • Experience with project oversight in a Project Management Office (PMO) leveraging Treasury Board Secretariat (TBS) policy and guidelines on project management, as well as project gating
  • Experience using Microsoft Project or Clarity Project Management Tool, or equivalent software

    with a variety of project management tools
